An Analysis Of The Construction Path Of Public Trust Institutionalization In Collaborative Governanc

In the context of increasing social complexity,collaborative governance effectively balances the relationship between the government and society as a governance model that emphasizes equal cooperation,mutual consultation and joint participation,and successfully created a new “way of public affairs governance”.Trust is one of the key of successful collaborative governance,but the lack of common trust challenges the practice of collaborative governance.From the perspective of institutionalism,this research focus on the core concepts of collaborative governance and institutionalization of public trust,Discussing how to define the boundary between concepts in the process of collaborative governance.On this basis,it reveals the relationship between collaborative governance and the institutionalization of public trust.Secondly,the collaborative value of trust is the logical starting point for building a public trust network in collaborative governance.Only when trust is of considerable importance in collaborative governance can we demonstrate its necessity and further demonstrate“how to do it”.Based on the practice model of collaborative governance,this paper explains the value implication of institutionalization of public trust on collaborative governance,and provides a reasonable premise for institutionalization of public trust.Then,the paper first outlines the expected prospect of the institutionalization of public trust in collaborative governance,and then discusses the blocking factors of the institutionalization of public trust from the two aspects of practical difficulties and constraints.Finally,this article analyzes the specific path to promote the formation,maintenance and diffusion of the institutionalization of public trust from the three aspects of subject,regulation and norm,which provides a path guidance for the construction of equal and cooperative trust relationship in collaborative governance,and is conducive to the optimization and improvement of the theory and practice of collaborative governance.
