With the continuous deepening of new-type urbanization reform in Longgang,the new market environment and more complex institutional functions have put forward higher requirements for the business ability of the grassroots market supervision personnel in Longgang.Grassroots market supervision personnel have to undertake more work functions and face higher work requirements than before the removal of towns and the establishment of cities.The contradiction between the slow self-improvement speed of the grassroots market supervision personnel and the increasing demand for supervision and law enforcement since the reform has become increasingly prominent,which has become the key bottleneck of the efficiency improvement of the market supervision bureau of Longgang City.The level of competence of grassroots market supervision personnel directly affects the development of local market economy,reflects the level of national governance ability,and reflects the operation effect of new urbanization reform.Therefore,it is urgent to strengthen the ability and quality construction of market supervision personnel in Longgang City.On the basis of summarizing domestic and foreign research on civil servant capacity building,this paper takes public governance theory,new public service theory and person-post matching theory as theoretical support,analyzes and summarizes the competency elements required by the grassroots market regulators in Longgang City through behavioral literature analysis,event interview and questionnaire survey,and forms a winning force element database through multi-screening.Relevant questionnaires were constructed,and SPSS statistical analysis tool was used to construct the competency model of grassroots market supervisors in Longgang City,which contains 4 dimensions and a total of 30 competency elements.On this basis,comparing with the current situation of competence of grassroots market regulators in Longgang City,this paper analyzes the problems and causes,and concludes that there are three problems in capacity building of grassroots market regulators in Longgang City,namely,the overall low level of competency elements,the non-obvious measures to optimize competency elements and the unanticipated person-post matching degree.Three influencing factors,such as role change,cadre training and system innovation,are analyzed.Based on the competency model constructed in this paper,countermeasures are put forward to improve the ability of grassroots market supervisors in Longgang City,such as accelerating the role change of personnel,perfecting the cadre training system and giving play to the advantages of reform and innovation system.It provides a new direction for the improvement of the performance ability of the grassroots market supervision personnel in Longgang City,and also provides a new practice path for the growth of the level of local social governance. |
