The work of civil servants is important and difficult,and they undertake the task of implementing national policies into practice.When working,they need to meet both policy requirements and reality.Especially as the reform enters the deep water zone,the response to many issues cannot only rely on the macro guidance of policies,but also requires civil servants to exert their subjective initiative to actively respond,so that civil servants can properly respond to emerging challenges.In addition,civil servants’ innovation based on actual conditions in their work is not only conducive to improving their own work effectiveness,but also ultimately leads to the improvement of China’s governance level.Therefore,it is necessary to conduct research on the willingness of civil servants to innovate.Among many factors that affect the willingness of civil servants to innovate,the organizational innovation atmosphere is considered the most direct and effective factor.However,the mechanism by which organizational innovation climate affects innovation willingness is still unclear,and further research is needed to clarify the specific mechanism by which organizational innovation climate affects innovation willingness.Based on previous research,this article has conducted a conceptual review and found that there may be a relationship between public service motivation and employee resilience in the organizational innovation climate and the willingness of civil servants to innovate.That is,public service motivation and employee resilience are not only affected by the organizational innovation atmosphere,but also can affect the willingness of civil servants to innovate.Based on planned behavior theory,self determination theory,psychological capital theory,and previous research,this article proposes a hypothesis that organizational innovation climate can not only directly affect civil servants’ willingness to innovate,but also affect civil servants’ willingness to innovate through influencing public service motivation and employee resilience.In order to verify the theoretical hypothesis,this article distributed a questionnaire to civil servants in various cities in Shandong,and ultimately recovered 774 valid samples.This paper constructs a model with organizational innovation climate as the independent variable,innovation willingness as the dependent variable,and public service motivation and employee resilience as two parallel mediating variables.After quantitative analysis,the results are obtained,and the model is established to prove the hypothesis.The organizational innovation atmosphere can not only directly affect the innovation willingness of civil servants,but also affect their innovation willingness through influencing public service motivation and employee resilience.Based on the results of quantitative analysis,this article proposes three suggestions to enhance the willingness of civil servants to innovate:first,focus on improving the incentive innovation system and enhancing the organizational innovation atmosphere within the government;Second,focus on cultivating public service motivation and enhancing the internal drive of civil servants;Third,pay attention to the psychological characteristics of civil servants and cultivate their resilience. |
