Study On The Compilation And Submission System And Working Mechanism Of The Government Information

It is a prerequisite for government leaders to make scientific decisions by accurate,objective,and comprehensive information.It is also an important research topic of public management that how to provide effective policymaking information for policy makers in time.Among various information collection channels,the government information collection and submission system,which refers to the system that relies on the formal institutions within the government to collect,analyze and submit policymaking information,has certainly become the most direct,convenient,and reliable channel for leadership policymaking.The system looks like a crisscross network.In the vertical direction,it is based on the information sections of government offices at all levels,and it contacts the offices of government departments at the same level horizontally.At the same time,it also takes scientific research institutions,colleges and universities,and enterprises as the supplement of information sources.After more than 30 years of continuous development,the system and its working mechanism have become increasingly sound and mature,as playing an important role in government decision-making and operation.How to recognize the internal operating mechanism and effectiveness of this system?How to grasp the role of government information in government decision-making?This study is based on the operation and compilation of S Province Government Information Special Report.As the reporting carrier of government information in S Province,the S Province Government Information Special Report has a representative system and working mechanism in China.This paper studies the above special report’s compilation and submission system and its mechanism within the framework of "line functional structure" administrative organization.By sorting out its development process and four basic links,including information instigation,information generation,information submission and information tracking feedback,the author explains the whole process of decision-making information within the government from planning to shaping,then to the leadership policymaking and the supervision of its implementation.Therefore,according to the plain sequence of information collection and submission,this operation system is divided into four mechanisms,which includes submission from subordinate mechanism,survey from superordinate mechanism,interactive soliciting contributions mechanism and supplement of parallel communications mechanism.This paper adopts the method of combining case study with normative study.By selecting all the information submitted by S Province Government Information Special Report in 2021 as the sample,the author summarizes the information items by functional attribute,value attribute,etc.,and then combines them with the instructions of the government leaders to analyze some problems of the above four mechanisms.The submission from subordinate mechanism faces the problem of "reporting good news but not bad news".The number of surveys from superordinate mechanism and supplement of parallel communications mechanism is insufficient.The internal consumption of resources faced by the interactive soliciting contributions mechanism.In view of the above problems,the paper analyzes the corresponding causes and puts forward targeted suggestions from the aspects of strengthening assessment,fewer hierarchies,technology empowerment and open-source expansion.In summary,although the current government information compilation and submission channel faces certain problems,it will continue to play an important role as a channel for government policymaking to obtain information as its continuous reform and improvement.
