Study On Optimization Of Inter-governmental Cooperation Mechanism Of Jiaodong Economic Circle Integration

Looking around the world,the process of economic regionalization and integration is gradually improving,and the overall regional economic strength gradually becomes the key factor to promote China’s economic development during the 14th Five-Year Plan.The country continuously improves regional development strategies,proposes better support and consolidation of key regional development to activate overall development vitality,promotes the formation of a group of new growth points,growth poles,and growth axes,in order to expand new space for economic development.The national strategy stresses the need to promote high-quality economic development on the basis of giving full play to regional advantages,focus on economic integration,accelerate the development of national and regional city clusters,and form a multi-level development network.Shandong Peninsula is one of the top ten national-level urban agglomerations in China.Since the Guiding Opinions on Accelerating the Integrated Development of Jiaodong Economic Circle issued by Shandong Province in 2020,Jiaodong Economic Circle has been identified as an important part of Shandong urban agglomeration.Due to its high economic level,good industrial base and rich Marine resources,Choose Jiaodong economic circle integration as a case study.Under the new situation of regional economic development in the new era,the complexity of public problems is becoming increasingly obvious.How to establish a good foundation of trust,break administrative barriers,establish a mature cooperation mechanism and promote the coordinated development of regional economy has become an urgent problem to be solved.After defining relevant core concepts,this paper takes the holistic governance theory,regional development theory,collaborative governance theory and the framework and composition of inter-governmental cooperation mechanism as the theoretical basis to analyze their core connotation and development mechanism,which provides a theoretical basis for analyzing the difficulties and countermeasures of government cooperation in Jiaodong economic circle integration.And summarize the reality of Jiaodong Economic circle integration intergovernmental cooperation mechanism,analyze the cooperation documents and policies of Jiaodong economic circle integration intergovernmental cooperation results and advantages,constraints and future planning.At the same time,the case analysis method is used to analyze the construction of the integrated intergovernmental cooperation mechanism of Jiaodong Economic Circle.The questionnaire is used to survey the government personnel of Jiaodong Economic Circle to collect first-hand information and data.After that,the paper analyzes the difficulties and causes of the inter-governmental cooperation mechanism of Jiaodong economic Circle integration.The difficulties mainly include greater competitiveness of regional economic environment,greater difficulty in implementing coordinated development of policies,greater difficulty in coordinating policies of non-governmental organizations,and greater difficulty in implementing governmental cooperation projects.Specific reasons include the benefit distribution mechanism has not been straighter,the effect of institutional coordination is not obvious,the role of non-governmental organizations in institutional coordination is small,and the function of cooperation between the economic circle and the government is missing.Finally,the paper puts forward the optimization path of constructing Jiaodong Economic Circle integration intergovernmental cooperation mechanism,including strengthening the cooperation force between the economic circle and the government,constructing the operation mechanism of cooperation between the economic circle and the government,promoting the deep cooperation of non-governmental organizations,improving and implementing the functional constraint incentive mechanism.The research results of this paper hope to realize the deepening and innovation of Jiaodong Economic circle integration governmental cooperation,and provide reference and reference value for other economic circle integration governmental cooperation.
