| In the post-COVID-19 era,economic downward pressure is huge,and attracting investment remains a strong engine driving local economic growth.By attracting investment and introducing foreign enterprises to put into operation locally,the local industrial structure can be optimized,the efficiency of industrial development can be improved,and the level of local economic development can be continuously enhanced.As the most important carrier to undertake investment projects and promote the development of local economy,the development zone attracts more and more serious problems such as low quality level of projects,serious homogeneity and insufficient degree of industrial agglomeration.In recent years,in order to solve the above problems,the central government,the provincial government and the municipal government have issued a series of industrial policy documents and plans,and conducted guidance and incentives through strengthening assessment and evaluation,in order to make the development zone return to the functional orientation of industrial agglomeration development.The government attracts enterprises in the same industry to settle down by attracting investment,so as to achieve the effect of industrial agglomeration.Industrial agglomeration has more advantages in the integration and distribution of industrial advantages.It can give full play to the effect of economies of scale,accelerate enterprise R&D and innovation,refine the division of labor of upstream and downstream enterprises in the industrial chain,and help enterprises reduce production costs and improve labor productivity.The development zone is the most typical representative of industrial agglomeration.By attracting investment to promote the industrial agglomeration in the park,it can radiate the industrial transformation and upgrading of the surrounding areas.Therefore,this paper discusses the theoretical basis of investment attraction in development zones based on industrial agglomeration development,studies and analyzes the existing problems and causes of investment attraction in development zones from the perspective of industrial agglomeration,and puts forward countermeasures accordingly.In order to break through the current bottleneck of investment attraction in development zones,improve the level of investment attraction work,promote the optimization and adjustment of industrial structure,and accelerate local economic and social development,is of great significance.This paper takes the investment attraction work of Jinan Economic Development Zone as an example,puts it under the background of industrial agglomeration perspective,expounds the background and significance of the research,analyzes the process and changes of investment attraction work of Jinan Economic Development Zone over the years,and summarizes the innovative measures and achievements of investment attraction with industrial investment as the main way in recent years.Through case study,semi-structured interview and other research methods,this paper analyzes the existing problems and the reasons behind the industrial investment promotion work in Jinan Economic development Zone,and puts forward specific countermeasures and suggestions on how to improve the industrial investment promotion work in the next step,in order to achieve the target positioning of the central,provincial and municipal industrial agglomeration function of the development zone.Through the research,Jinan Economic development zone in the process of industrial investment,mainly in the policy system,environment,assessment and incentive,team building and other aspects of the deficiencies.The main reasons for these problems are the influence of industrial policy and planning,the industrial investment mechanism is not perfect,the assessment is not fully focused on the leading industry,and the professional level of investment is not high.In the next step of industrial investment promotion work,it is necessary to focus on the pain points,and put forward industrial investment promotion countermeasures and suggestions,such as improving the industrial investment policy system,creating high-quality investment promotion and development environment,giving full play to the baton role of indicators,and building an excellent industrial investment promotion team. |
