| The spatial agglomeration of economic activities is the main trend of modern economic development.The spatial agglomeration effect generated by economic production activities contributes to social and economic development,and urbanization is also an important form of spatial agglomeration.The spatial agglomeration of production factors is also a typical fact of modern economic development.The stable development of production factor market is an inevitable requirement for the development of socialist market economy.Urbanization is essentially the agglomeration process of production factors.In addition,improving the level of equalization of public services is a clear requirement of the "Fourteenth Five-Year Plan" and an important link in building a new type of urbanization.Since the reform and opening up,China’s urbanization has mainly relied on increasing the input of factors for driving development,especially emphasizing the importance of "land urbanization" and "population urbanization",ignoring the economic connotation of urbanization development,and weakening social development,economy The importance of ecological environment to the development of new urbanization;At this stage,the concentration level of production factors in all regions of China is generally low,and there is still a large gap in the development level of new urbanization in all regions.The unbalanced and inadequate development contradictions need to be further resolved.Under this development background,it is of great significance to study the impact of public services and production factor agglomeration on the development of new urbanization and high-quality economic development.This thesis focuses on improving the level of public service and production factor agglomeration,and promoting the efficiency and quality growth of new urbanization.Firstly,it theoretically analyzes the mechanism of local public services to promote the development of new urbanization;Secondly,build the statistical evaluation index system of the development level of new urbanization and the agglomeration capacity of production factors,and calculate the comprehensive index of the development level of new urbanization and the agglomeration capacity of production factors;Then,taking the panel data of 30 provinces and cities in China as the research sample,we empirically test the direct and indirect impact of local public services on the development of new urbanization;Then,it studies the spatial heterogeneity of public services,so as to better understand the mechanism of public services on the development of new urbanization.Based on the empirical research conclusions and findings,it puts forward countermeasures and suggestions to promote the efficiency and quality growth of new urbanization.The main conclusions of this thesis are as follows: First,the development of public services directly promotes the development of new urbanization on the one hand,and on the other hand,public services promote the development of new urbanization by promoting the agglomeration of production factors;There is a certain degree of matching effect between the development level of new urbanization and the concentration level of production factors.Areas with higher development level of new urbanization tend to have stronger concentration capacity of production factors;The development level of new urbanization and the agglomeration capacity of production factors in geographically close and spatially adjacent regions tend to show similar characteristics in spatial distribution,which is manifested by the obvious phenomenon of "spatial convergence club".Secondly,through the study of the spatial effects of public services and the development of new urbanization,it is found that the development of public services forms a "strengthening effect" on the development of new urbanization in the region,which is more beneficial to the overall development;There is a spillover effect of various public services on the development of new urbanization.The spillover effect of new urbanization shows a decreasing trend with the increase of geographical distance on the whole.The spillover boundary of various public services is significantly different,among which the spillover boundary of infrastructure is the closest,while the spillover boundary of education supply,basic medical level,communication capacity and public environment is relatively far.Thirdly,the agglomeration of production factors plays an intermediary role in the process of various public services affecting the development of new urbanization,and the agglomeration of production factors plays different roles in different public services.Fourth,through the research on the spatial heterogeneity of various public services,the improvement of the balance of the allocation of urban and rural production factors can play a certain role in regulating the impact of various public services on the development of new urbanization,and the basic transportation facilities,education supply,basic medical level,public environment and communication capacity can promote the development of new urbanization,The marginal contribution of various public services to the development of new urbanization will be significantly affected by the allocation of urban and rural production factors,and with the improvement of the balance of the allocation of urban and rural production factors,their marginal effect on the development of new urbanization will also significantly increase,which shows that promoting the coordinated and integrated development of urban and rural areas does contribute to the construction of new urbanization.Based on the above research conclusions,the following countermeasures and suggestions are put forward on how to improve the level of public services and the concentration of production factors,and promote the efficient and quality-oriented growth of new urbanization: first,improve the level of public service equalization,establish a reasonable public service equalization system,effectively use digital technologies such as smart cloud and big data,improve the quality and level of public services,and increase policy support and legal assistance,The rule of law should be run through all links in the field of public services;Second,rationally allocate the resources of production factors,give full play to the enabling role of information technology in production activities,pay attention to the adverse effects caused by the "cask effect",encourage innovation and entrepreneurship,pay attention to the integration and redistribution of the resources of production factors,and effectively build the sharing mechanism and compensation mechanism of production factors within the organization system;Third,strengthen the coordinated development of regions,fully understand the endowment and structural advantages of production factors in each region,fully consider the level of public service facilities in each region,the gathering capacity of production factors and the efficiency of resource transformation,and select the best path suitable for the development of each region,strengthen the cooperation and development between regions,promote the complementarity of regional advantages,establish the interregional industrial chain,and achieve win-win development;Fourth,emphasize the leading role of central cities,integrate multiple central cities into one,develop jointly,radiate the surrounding areas,drive the rich first,and finally realize the coordinated development between regions. |
