Research On The Dilemma And Countermeasures Of Criminal Management In Jilin Province W Priso

Prison,the institution for penalty enforcement,has the responsibility to maintain the stability of its regulatory safety since it is a key factor to the overall society stability and people’s well-being.As General Secretary Xi Jinping stated in the National Political and Legal Work Conference,prison work is of great importance in promoting the construction of the socialist system of laws with Chinese characteristics and protecting the long-term stability of the whole society.As a result of a gradual exploration process over 70 years,our prison work has developed the management mode to adapt to the rapid development of socialist modernization at current stage.Among all the prison management work,offender management shows direct influence on the regulatory safety.The prison system is taking a positive approach to increase the quality and efficiency in offender management,aiming at adapting to the tendency of offence types becoming more knowledge-based and complicated with less service time.Offender management is a highly dynamic work that involves several categories of different aspects,which means it has to be operated within the jurisdiction of Nation Criminal Code and the Prison Act,and also should take the people-oriented conception into consideration.This paper took Prison W in Jilin Province as the research subject,basing on the penitentiary management and governance theory,to perform analysis on the work in Prison W using literature analysis and comparative study methods.After literature study and on-site visit,it can be seen that Prison W has made considerable progress on prison work implementation,offender rehabilitation,labour skill education and etc.Other than the progress,there is still room for improvement in some aspects,including the obsolete management philosophy and system,law enforcement process being lack of institutional guarantee,unsatisfying law enforcement capacity of prison staff,mediocre labour reform and one-sided reeducation performance.After analysing possible inducement and building on the cutting-edge experiences from the prison systems in Guangdong and Zhejiang,we presented proposals addressed to promote the further reformation of current prison system,establish a robust law enforcement related policy,strengthen the prison staff team building,improve the offender management skills,apply the offender individual education plans,improve the reeducation and reformation quality,enrich the vocational education system and etc.The goal is to help Prison W to promote offender management capacity,optimise the managing mode,enhance the stability of regulatory safety and improve offender reformation performance.
