| Vigorously promoting the integration of strategic emerging industries into industrial clusters has been written into the report of the 20th National Congress of the Communist Party of China,and in the context of seizing the opportunities of digital economy development,the importance of software industry clusters as an important carrier to promote the high-quality development of core industries of the digital economy is self-evident.After years of rapid development,the software industry in YZ City has experienced a process of growing from small to large scale and clusters from scratch.After government departments gradually joined in the governance of clusters,certain achievements have been achieved in the construction of industrial clusters.However,with the development of software industry cluster in YZ City entering a bottleneck period,problems such as low industrial level,difficulties in enterprise recruitment and training,obstacles in talent recruitment,and poor industrial ecology are gradually exposed,the speed of cluster development begins to slow down,and the current situation of cluster government governance needs to be improved.Using government governance theory,market failure theory and new public service theory,this paper analyzes the government governance situation of the four major areas of the software industry cluster in YZ City,including the New Town Software Park in Area A,the Big Data Industrial Park in Area B,the Smart Valley Complex in Area C,and the High-tech Zone in Area D.Based on the governance experience of two advanced regions,namely Silicon Valley in the United States and Zhongguancun in Beijing,this paper explores the causes and countermeasures of the existing problems in the government governance of the industry cluster in YZ City.Aiming at the reasons such as the low professionalism of management personnel,low suitability of industrial policies,strong geographical development limitations,and weak industrial service concepts in the government governance of the software industry cluster in YZ City,countermeasures and suggestions are proposed to optimize the cluster governance system,improve policy applicability,identify the entry point for talent introduction and training,and improve the industrial development ecology.Finally,an innovative mechanism for establishing a software industry cluster governance committee is proposed,led by government departments,in conjunction with leading enterprises,industry associations,experts,scholars,and other forces from all walks of life.After the development of the software industry cluster to a certain stage,the necessity of government governance will gradually appear,but there are relatively few relevant studies on the government governance of the software industry cluster,and the countermeasures and suggestions put forward on the basis of fully combining the current situation of government governance in the four major areas can provide a reference for the early realization of leapfrog development of the software industry cluster in YZ. |
