Research On Emergency Management Capability Evaluation System Of Countries Along ’The Belt And Road’ Under Background Of New Technology

In recent years,China has closely cooperated and exchanged with other countries along "the Belt and Road" in the field of emergency management,and established multilateral cooperation mechanisms such as"the Belt and Road" Natural Disaster Prevention and Emergency Management International Cooperation Ministerial Forum,and the ChinaASEAN Disaster Management Ministerial Conference and proposed to further deepen emergency cooperation in the future to jointly improve emergency management capabilities.Establish an emergency management capability evaluation system applicable to countries along "the Belt and Road",which can objectively and carefully evaluate the emergency management capabilities of China and partner countries,thereby helping both parties to carry out more targeted international exchanges in the field of emergency management and cooperation to promote "the Belt and Road"international cooperation and economic and trade exchanges in related fields and achieve progress together in emergency management capabilities.This paper firstly studies the relevant theories of emergency management,the application of new technologies in the field of emergency management,and the status quo of emergency management in countries along "the Belt and Road",identifies the core factors that affect the emergency management capabilities of countries along "the Belt and Road"under the background of new technologies.It is suitable for the emergency management capability evaluation index system of countries along "the Belt and Road" and improves the conditional generalized minimum variance method to optimize the correlation of the index system.In the design of the evaluation method,a Python program was written in consideration of factors such as applicability and easy expansion and processing functions for different situations were reserved to achieve objective weighting of the index system using the CRITIC weighting algorithm,and then combined with TOPSIS to evaluate emergency management capabilities.In the case analysis part,based on the current situation of China’s emergency management international cooperation,11 key countries along "the Belt and Road" including China are selected as examples,and the emergency management capabilities of each country are comprehensively evaluated by using authoritative reports at home and abroad and relevant data in the database.Finally,taking the evaluation data and comprehensive evaluation results as the starting point,it puts forward the countermeasures and suggestions to strengthen the depth of cooperation and exchanges between China and other countries in the field of emergency management and to jointly improve emergency management capabilities.
