With the deepening application of research information technology construction,information technology operation and maintenance management is becoming more and more important,and the construction of operation and maintenance management system directly affects the effectiveness of information technology.This paper optimizes the operation and maintenance management system of research informatization in Research Institute A(hereinafter referred to as "A Institute "),aiming to improve the informatization operation and maintenance management capability of research institutions and ensure the safety,stability and efficiency of research informatization,and also has a strong reference and value for the informatization operation and maintenance management of various domestic research institutions.It also has a strong reference value for the IT operation and maintenance management of various domestic research institutions.Firstly,this paper first discusses the research background and significance of the topic.Secondly,through literature research method,the definition of relevant concepts,theoretical basis and relevant research status at home and abroad are summarized,including the connotation of scientific research informatization and operation and maintenance management,new public management theory,ITIL theory and IT service life cycle theory.Then,the basic situation,implementation purpose and development process of operation and maintenance management of A Institute are studied by practical investigation method,and the status quo of information operation and maintenance management of A Institute is described from the aspects of operation and maintenance management scale and content,organization and personnel,system and process,technology and tools.Thirdly,the problems and causes of operation and maintenance management of A Institute are summarized by case study method.A Institute currently mainly has problems such as inefficient allocation of organizational functions,weak guarantee of institutional processes,incompatibility between service level and demand,and relatively backward operation and maintenance management methods.The causes are analyzed from the aspects of national policy guidance,scientific research management system,operation and maintenance management concept and top-level design.Finally,the author proposes optimization suggestions based on the practice of A Institute’s informatization operation and maintenance management.First,deepen the reform of scientific research management system and actively promote the innovation of informatization operation and maintenance management system.Second,conduct a comprehensive assessment of operation and maintenance needs and plan information-based operation and maintenance management.Third,continuously optimize the information operation and maintenance management system from the aspects of organizational level,management system,service process and operation and maintenance tools;Fourth,we will improve the supervision,management and performance appraisal mechanisms,strengthen the building of talent teams,promote the sustainable development of outsourcing services,and gradually improve the information operation and maintenance management guarantee mechanism.
