Research On The Three-Level Linkage Mechanism Of County And Village In The Construction Of Civilization Practice Center In The New Era

In 2018,the CPC Central Committee made a major plan to build a civilization practice center in the new era.One of the characteristics of the construction of civilization practice center in the new era is to implement the three-level setting of county and village in the organizational structure.On this basis,integrate resources,establish teams and carry out activities,so as to strengthen the people’s faith,harmonize the relationship between the party and the masses and cultivate civilized fashion.However,in the process of specific promotion,the three-level linkage mechanism at the grass-roots level is not comprehensive,perfect and smooth,which seriously affects the effectiveness of the new era civilization practice center in serving the masses.The study of the county and rural three-level linkage mechanism of the construction of the new era civilization practice center is of great significance to better improve the efficiency of grass-roots publicity,ideological and cultural work.By consulting websites,getting familiar with policies,and interviewing and communicating with leading cadres at county and village levels,this paper analyzes the problems and causes existing in the operation of the three-level linkage mechanism of county and village in the process of building the civilization practice center of the new era,and gives strategies for improving it.The research findings are as follows: First,the construction of hongdong County New Era Civilization Practice Center has formed a three-level linkage mechanism of county and village,including joint conference,overall planning and integration,activity operation and supervision and assessment.Second,three-level linkage mechanism in the operation of the main problems are: top-down guidance is not comprehensive,bottom-up feedback channel is not smooth,docking county rural tertiary activated,integration,sinking,Shared resources efficiency does not reach the designated position,online order,send a single work link top-down functional weakening,advancing slowly,county rural tertiary top-down supplies allocated to instability.Third,the main reasons for the above problems are:insufficient scientific guidance,diversified stakeholders,inadequate staffing and insufficient financial support.Fourth,hongdong County new era civilization practice center construction county and village three-level linkage mechanism operation effectiveness promotion countermeasures.Based on the above research findings and combined with the theoretical basis,from the perspective of construction subject and standardized operation,this paper puts forward improvement strategies for improving the construction of Hongdong county new era civilization practice center and the operation of county-level rural three-level linkage mechanism.First,in terms of multi-agent collaborative governance,strengthen top-level design,improve the performance evaluation mechanism of county and rural Party committees and governments,strengthen interconnection,and improve the docking guidance mechanism of county and rural levels;Secondly,in the aspect of people-oriented public services,strengthen departmental linkage,improve the staffing mechanism of county and rural three-level institutions,strengthen accurate training,and improve the training mechanism of county and rural three-level cadres;Finally,in terms of standardized operation of voluntary service,we should strengthen the allocation,improve the county and rural three-level fund distribution mechanism,strengthen the selection of typical trees,and improve the county and rural three-level publicity and promotion mechanism,so as to promote the operation efficiency of the county and rural three-level linkage mechanism and effectively consolidate the foundation of grass-roots ideological and political work.It is expected that the strategic suggestions put forward in this paper can provide a useful reference for other counties(cities and districts)in Linfen City,especially the counties(cities and districts)that are temporarily backward in this work to build the new era civilization practice center and improve the operation effect of the three-level linkage mechanism between counties and villages.
