Tax is a fixed income that is different from other government financial revenue.Tax authorities are responsible for implementing various tax policies issued by the Central Committee of the General Administration.They not only need to carry out relevant interpretation and publicity of tax policies,but also play a regulatory role,providing tax revenue for the national Treasury,and shoulder an important responsibility.In order to build a tax personnel team matching with the goal of building a well-off society in an all-round way,strengthening the ability of civil servants in the tax system and improving the comprehensive quality of civil servants in the tax system are of great significance to the development of the tax system and the development of tax work.In June 2021,the State Administration of Taxation issued the "Implementation Measures for the Training of Civil Servants in the National Tax System",the document clearly stipulates that the training situation and academic performance as one of the contents of the assessment of civil servants and the basis for appointment and promotion.It also indicated that civil servants in the tax system should take an active part in various training programs with the aim of enhancing the comprehensive quality,competence and professionalism of civil servants and cultivating their professional competence and professionalism.At present,the training system of our tax system is more and more perfect,and each basic department also draws up the applicable system of this unit.But from the objective point of view,in the current training of grassroots tax departments,there will still be a phenomenon that the training input is not proportional to the training results,which provides a realistic background for the development of this paper.Taking D city G district administration of taxation as an example,on the basis of literature review,further using the interview method to collect data,in D city G area tax official interpretation,on the basis of the present situation and problems of the civil service training from the system construction,management method,content,methods,achievements deeply analysis the existing problems and causes,and puts forward countermeasures and Suggestions accordingly.First of all,from the perspective of the training system construction of the tax bureau in G District of D City,although the management,assessment,reward and punishment training systems have been established,there are still some problems such as the lack of strict systems,inadequate implementation of specific assessment systems,and incomplete implementation of incentive policies;Secondly,from the perspective of management methods,because the training organizer has not set up the correct training concept,the training in the management of the lack of supervision problems;Thirdly,from the perspective of training content,combined with the background of national and local tax consolidation,the failure to update the training course leads to new problems;Fourthly,from the point of training methods,on the one hand,is affected by the outbreak,more and more training with the method of online teaching,lose face to face regulation leads to the training effect to sell at a discount greatly,on the other hand,the traditional classroom type training lead to too much training effect is not ideal,can’t adapt to the requirements of The Times,lowering the overall quality of training;Finally,from the perspective of the transformation of training results,although education and training plans are thoroughly investigated and prescribed training courses are carried out every year,the training fails to achieve the expected effect,and there are few tax talents selected,and the transformation of training results is weak.In view of the current situation and related problems of the tax bureau training in G District of D City,this paper further puts forward relevant countermeasures and suggestions for optimizing the training of civil servants in the grassroots tax system.First of all,we should improve the training system,from implementation to evaluation,put an end to the phenomenon of training formality and going through the motions,so that the system is put in place,really do the system through training,management into training;The second is to improve the training management mechanism,supervision and management is always the core content of training,for training to form a closed-loop management mechanism,the management of people to do not lax,the management of things to achieve reasonable basis;Thirdly,enrich the training content,with The Times changing,tax knowledge is constantly updated,the content of training should also keep pace with The Times,learning is the premise,learning is the goal;Fourthly,innovating training forms and carrying out multi-form and multi-channel training can not only enhance the participation of civil servants,but also bring vitality to the training work of grassroots tax departments.Finally,it is to improve the transformation of training results,policy support and fund permission,to bring more welfare for the majority of civil servants,training as the starting point,cultivate more reserve cadres,and all-round improve the quality of grassroots tax department training work.
