Research On China’s Participation In Regional International Public Goods Supply

The current international public order system established after World War II with the United States as the core has become increasingly difficult to adapt to the current international public demand,especially the problem of "privatization" of international public goods has aggravated the problem of uneven,insufficient and unfair distribution of international public goods.At present,it is impossible for all countries in the world to bear the burden of meeting the effective supply of international public goods alone.Therefore,in order to deal with global governance problems and meet the international public demand under the global economic and social development trends such as transnationalization of production,globalization of capital,trade liberalization and internationalization of markets,sovereign states,the international community and NGOs need to work closely together to design a standardized and scientific political and economic security system and establish institutional arrangements.In this context,grasping the rules of historical evolution and development trends of regional international public goods,and scientifically determining the supply strategy of China’s participation in regional international public goods will make an important contribution to the continuous improvement of China’s international influence and the creation of a favorable international environment for China’s development.The research lineage of this paper is as follows:First,we explain the concept of regional international public goods and the theory of demand and supply based on the interdisciplinary perspective of international political science and economics.It corresponds to different regional cooperation contents such as regional economic cooperation,security governance and political cooperation,and condenses various regional international public demands for establishing and maintaining regional political and economic order in terms of demand for facilitating economic and trade exchanges,demand for development assistance,demand for public security,demand for regional political security and demand for financing public goods.Second,based on the historical perspective of the dynamic changes in the world political and economic landscape,we focus on the overseas colonial period,the period of alternating British and American hegemony and the period of U.S.-U.S.S.R.hegemony,and the period of "one superpower,many powers" since the 1980s,and look at the process of changing international public goods to regional international public goods and sort out the development trends and patterns of international public goods supply.The study will also examine the trends and patterns of international public goods supply.Finally,by revealing the evolution of the international political and economic power structure and the logic of adjustment and change of the international political and economic order,and by taking into account the national conditions in the new era of socialism with Chinese characteristics and the challenges of regional international public goods supply,China will discuss its strategies for participating in the supply of regional international public goods.It is found that both the supply of international public goods and the supply of regional international public goods are directly related to the international status and international responsibility of the initiating countries due to their comprehensive national power.From the historical process of international public goods supply that served to establish international political order and promote economic and trade exchanges,it can be found that the provision of infrastructure during the overseas colonial period focused on facilitating economic and trade exchanges,the provision of international public goods during the period of alternating British and American hegemony focused on the world political and economic order,and the supply of regional international public goods during the "one superpower,many powers"period focused on the exploration of regional public goods supply.During the "one superpower,many powers" period,the exploration of regional international public goods supply was the main theme.The current mode of international public goods supply aims to serve the interests of the hegemonic powers;on the other hand,the international public goods supply pattern is adjusted due to the change in the relative structure of international power.Then,the historical background of the emergence of regional international public goods is revealed from the practical level.At the supply level,there are two main problems in the development of regional international public goods:first,the supply cost is insufficient due to the small number and weakness of supply actors,the high initial investment,the limitation of investment preferences of international financing institutions,and the absence of a reliable punishment mechanism,which affects the sustainable and stable supply of regional international public goods;second,the supply of international public goods is affected by the hegemonic supply model,religious and cultural traditions,national sovereignty,and the intervention of foreign powers.Secondly,the lack of political trust among member countries induced by the hegemonic supply model,religious and cultural traditions,national sovereignty issues and the intervention of foreign powers has increased the uncertainty in regional cooperation.In the part of policy recommendations,firstly,the innovative mode of regional international public goods supply is incorporated into the diplomatic strategy with Chinese characteristics in the new era,and the diplomatic strategy is adjusted in a timely manner in light of the practice of regional international public goods supply,so as to gradually assume the international responsibility of effective international public goods supply on the basis of ensuring the effective supply of regional international public goods.Secondly,in order to solve the obstacles of insufficient supply of regional international public goods,firstly,we should improve the relevant laws and evaluation institutions to protect regional cooperation and investment;secondly,we should improve the arrangement of regional international public goods financing mechanism to ensure the sustainable and stable supply of regional international public goods.Finally,in order to meet the challenge of the lack of political mutual trust among regional cooperation member countries,on the one hand,actively participate in the formulation of international order and international system rules,and change the current situation that the international order system is unfriendly to developing countries.At the same time,China will inject the concept of"community of human destiny" into the construction of the new international economic order,reach consensus and contribute "Chinese" solutions in key areas of international economic order reform,so as to build international consensus and establish a responsible image as a great power in the international community.This will build international consensus and establish the image of a responsible great power in the international community.On the other hand,the "Belt and Road" will be used as a window to promote the common development and prosperity of countries along the route by sharing positive externalities of regional international public goods,thus creating an equal and mutually beneficial cooperation environment and an objective and friendly public opinion environment as well as a practical response to the "Kindleberger trap" criticism.The "Kindleberg trap" critique is a practical response.
