Research On Agricultural Export Support Policy Of Rizhao Under Green Trade Barrier

With the increasingly fierce international trade competition,green trade barriers are more and more favored by importing countries because of their rationality in form,concealment in essence and strictness in standards.Green trade barriers,like a "hidden wall",have brought countless "dangerous beaches and reefs" to China’s agricultural exports,which seriously restricts the development of China’s agricultural exports.Shandong Province has ranked first in China’s agricultural products export for 22 consecutive years,and Rizhao,as the leading agricultural products export city in Shandong Province,accounts for an important proportion of the city’s total export.However,it is precisely because of Rizhao’s dependence on the export of agricultural products and the impact of green trade barriers many times in recent years that policies help solve the problem of green trade barriers.Therefore,it is of great significance to explore the current government policies to deal with green trade barriers,consider the current situation and problems of policies,and reflect on the optimization direction of policies,so as to solve green trade barriers and support the export of agricultural products.Based on this,this paper selects Rizhao as the research object and focuses on the policy support of agricultural products export under the green trade barrier,which is mainly divided into five parts.The first part is the introduction,which sorts out the research background,purpose and significance,then clarifies the current research status of green trade barriers at home and abroad through literature review.The second part analyzes the status of agricultural export support policies,focusing on the classification and influence of green trade barriers.With a comprehensive understanding,it is found that developed countries consciously use green trade barriers as a means of trade protection with the intensification of competition.Then it explores the problem of green trade barriers into specific environment of Rizhao agricultural exports and support policies.Besides,it is found that Rizhao has introduced some policies while supporting agricultural exports to cope with green trade barriers,but there are still many problems in practice.It conducts relevant research to explore the causes of agricultural products which complies with green trade barriers support policies.The third part investigates the causes of the agricultural export support policies in Rizhao under the green trade barrier.After having interviews and questionnaires,it sorts out the feedbacks of agricultural export enterprises on the policies and summarizes the possible causes behind the problems.The fourth part proposes the optimization of governmental supporting policies to deal with green trade barriers.This part first discusses the objectives and principles of the policy optimization on supporting green trade barriers,and then puts forward ideas and overall structure for the specific optimization,it also raises suggestions for the policy optimization from the aspects of system optimization,measure coordination,system operation,risk response and information sharing.Finally,in order to ensure that the policy optimization scheme can effectively play a role,the fifth part lists the safeguard measures for the operation,so as to escort agricultural products under the green trade barrier.
