| Prison inmates are a special social group,and prisons,as national execution organs,are responsible for the reformation of criminals sentenced to prison.By providing the necessary medical services for inmates,we can encourage them to feel the Party’s benevolence and know the Party’s feelings while being reformed,so that they can actively engage in reformation and return to society as soon as possible.Internationally,it is common for prison hospitals to take care of the sickness of inmates in various countries.In China’s prison system,medical services for inmates are mainly provided by prison hospitals and public hospitals.The in-prison hospital is responsible for the treatment of daily illnesses of inmates;inmates suffering from critical illnesses need to leave the prison for medical treatment and go to the social public hospital.The in-prison hospital and the public hospital share the task of providing daily medical services and emergency medical treatment for inmates.This paper uses questionnaire survey method,case study method,and interview method.A questionnaire survey was conducted randomly among 400 inmates in L prison of Shandong Province,and 13 interviews were conducted with the medical staff of the prison hospital,front-line police officers in the prison area,and doctors in the social hospital.Using meta-governance theory,the issue of medical security for inmates in L prison in Shandong Province was studied.It was found that the medical services in L prison could basically meet the needs of the inmates for daily disease treatment.However,there are still some problems,which are mainly manifested as follows:firstly,the hospital inside the prison is not well targeted;secondly,the manpower consumption of police officers who go out for medical treatment is high;thirdly,the expenditure on medical services is high;and fourthly,it is difficult to implement medical treatment outside the prison.Through research visits and theoretical analysis,the author believes that the above problems are mainly caused by:first,free medical treatment is unreasonable;second,poor cooperation with social hospitals;third,large loopholes in the system of out-of-prison medical treatment;fourth,the lack of talents in the prison hospital.After the above analysis,this paper has the following suggestions:first,to strengthen the relevance of medical services in prison hospitals;second,to do a good job of accessing urban and rural residents’ medical insurance for those serving prison sentences;third,to integrate medical resources;and fourth,to close the loopholes of out-of-prison medical treatment.This paper is dedicated to applying meta-governance theory to the field of prison medical and health service guarantee supply.Through the study,countermeasures are proposed for the supply of medical services in L prison in Shandong Province.The research perspective and research content are innovative. |
