Problems And Countermeasures Of State-owned Assets Management In X City Court

In recent years,with the continuous deepening of the reform of the judicial system,the standards and levels of funding guarantees for the court system have been greatly improved,so that the scale of state-owned assets of courts has also been growing,especially the investment in special equipment for grass-roots courts has increased significantly,and the level and conditions for the allocation of various types of business equipment have been gradually improved,which has played a basic and guaranteeing role in ensuring the full play of central work functions such as trial enforcement.However,at the same time,with the rapid development of society,the increasing number of cases,and the management of stateowned assets are facing some challenges,strengthening the management of state-owned assets of courts is an important guarantee and inevitable requirement for courts to smoothly perform trial enforcement functions.Therefore,how to improve the management of stateowned assets in the courts urgently needs to be studied.In this paper,from the perspective of public management,using the research methods of literature research and field survey,according to the particularity of the court,the stateowned assets of the court are divided into three categories:court specific equipment,houses and structures and other assets.Taking the court of X City as an example,after consulting,analyzing and sorting out relevant documents and materials,and going deep into the court of X City for research and investigation,we fully understood the current situation of the stateowned assets of the court of X City,and found that the court of X City had problems such as insufficient allocation of asset management resources,low use efficiency of special equipment,inadequate standardization of basic management,and low informatization of asset management.After sorting out and analyzing the problems existing in the state-owned assets management of X City Court,it is found that these problems are related to the lack of management awareness and ability,the imperfect management system,the absence of stateowned assets supervision,and the single and backward asset management information system.In this regard,this paper puts forward several suggestions to optimize the stateowned assets management of X City Court:first,improve the management awareness of asset managers and the professionalism of special equipment managers;The second is to improve the asset management system,which is mainly reflected in clarifying the rights and responsibilities of management personnel,defining the allocation standard of special equipment,establishing a unified management system for special equipment and improving the internal control system;The third is to establish an effective supervision mechanism,which is mainly reflected in the implementation of the asset inventory system,the improvement of the performance evaluation system of managers,the multiple supervision of internal and external audits and the implementation of the open mechanism of asset management;The fourth is to promote the construction of management informatization,which is mainly reflected in the introduction of barcode management technology and the active promotion of the use of the "asset cloud" system.
