Abstract/Summary:
With the downward shift of the focus of social governance and the sinking of public service resources,communities have become the forefront and basic unit of current risk management.Urban communities are the frontier areas directly impacted by emergencies.In the process of social governance transformation,community life has become more and more open and diversified,community affairs are increasingly complex,and the interests of community residents are differentiated,so that more risks and contradictions are exposed in the community,which also means that the community is facing the problem of improving the ability of risk management.In the process of grass-roots community public emergency management,the public is an important decision-maker and executor of disaster prevention and mitigation.However,the public does not have the statutory obligation to participate in emergency management.Only a few of them will directly take the initiative to participate in disaster prevention and mitigation activities.What motivates the public to take practical actions is a high level of risk perception.Therefore,it is of practical significance to study the public risk perception ability and its influencing factors.This study focuses on the public risk perception of urban communities,combs and analyzes the relevant research on risk perception and influencing factors on the basis of literature review,and puts forward the research framework and assumptions that affect the public risk perception ability of communities.Through quantitative analysis and case analysis,the public ’ s risk perception ability in urban communities is quantitatively analyzed.Through factor analysis and principal component analysis,the main factors restricting public risk perception are extracted and the hypothesis is verified.It is found that gender,age,marital status,education level,income and occupation have an impact on risk perception ability.Risk coping factors,negative factors,trust factors and public emergency literacy all positively affect risk perception ability.Finally,it puts forward the countermeasures to improve the public risk perception ability,including : improving the enthusiasm of public emergency participation;enhancing public risk response capacity;strengthening community risk prevention education;Improving the Mechanism of Grassroots Emergency Management;integration into modern technology.
