| Voluntary organizations’ participation in public crisis management is an urgent requirement to deal with risk society.At present,under the trend of vigorous social development,there are many potential risks and uncertain factors.Frequent public crises have become the normal state of social development,and also have a certain negative impact on people’s production and life,so it poses a greater challenge to the government’s governance ability.At present,the international community uses voluntary organizations to participate in public crisis management to make up for the lack of government power.The active participation of volunteers in public crisis management not only helps to strengthen the ability to prevent public crisis and control the cost of decision-making,but also promotes the spirit of volunteerism,and finally realizes the coordinated governance of public crisis by diversified subjects.Compared with western developed countries,the development of voluntary service in China lags behind and needs to be improved.In the process of public crisis management,volunteer participation still faces multiple difficulties,such as insufficient public awareness,weak governance capacity of voluntary organizations,lack of professional skills training,and excessive government restrictions.According to the domestic and foreign existing and volunteers to participate in public crisis management process related research results,reference literature retrieval and analyzed,on the basis of the further combination of government failure theory,the theory of good governance and the analysis of the coordination theory,to China’s voluntary organizations to participate in public crisis management of typical successful cases--5.12 wenchuan earthquake as the guide,It is concluded that this thesis should study the practical significance of voluntary organizations’ participation in public crisis management,and then combine the current hot social issue,namely COVID-19,with the participation of Zhungar Volunteer Association in the fight against COVID-19 as an example.This paper discusses the problems and internal causes of voluntary organizations’ participation in public crisis management from the aspects of the government,the public and voluntary organizations themselves.It improves the public’s trust and cognition by providing a good legal system environment and collaborative governance mechanism externally,and takes the organization’s own construction as the basis internally.Improve the governance capabilities and broaden the financing channels and building incentive mechanism,etc,put forward the corresponding countermeasures,and in-depth explanation respectively,in order to get effective suggestion to guide voluntary organizations at the county level and better participation in public crisis management,improve the current situation of the government in public crisis management in a single subject,the realization of government departments,voluntary organizations joint work situation. |
