| The issue of development is the focus of WTO multilateral trade negotiations,which is related to the vital interests of developing countries and global common prosperity.At present,the rules and governance system related to the treatment of developing countries in the development agenda of WTO are facing great difficulties and challenges,and reform is imperative.The dispute over the treatment of developing countries can be divided into three parts: the identification of the subject qualification of developing countries in WTO;The perfection of WTO special and differential treatment rules;The responsibility of developing country members.The three are independent and closely related to each other,which constitutes the main context for clarifying the treatment of developing countries in the development agenda of WTO.As the largest developing country in the world,China plays an important role in promoting the solution of the treatment of developing countries in the WTO.We should adhere to the consultation on the basis of multilateralism mechanism,proceed from the overall situation,grasp the main contradictions and make appropriate concessions when necessary.Specifically,the problem of subject qualification can be solved by clarifying the concept of developing countries,agreeing to reclassify within the framework of developing countries,designing graduation transition period and review mechanism;We can improve the enforce ability and practical value of special and differential treatment by strengthening the binding and enforcement of special and differential treatment rules,formulating more accurate and more development oriented special and differential treatment rules,and deepening the coordination mechanism between WTO and regional trade agreements;We should adhere to the overall position that responsibility is compatible with capacity and rights and responsibilities are consistent,introduce the principle of common but differentiated responsibilities,and strengthen the regulatory mechanism for the implementation of rules related to the treatment of developing countries,so as to promote the distribution and implementation of responsibilities between developed and developing countries. |
