Research On Fiscal Expenditure And Efficiency Of Social Security In Jilin Province

With the aging of the population,the increasingly serious disability,and people’s pursuit of a high standard of living,social security needs present a multi-level and diversified trend.Jilin Province is an economically underdeveloped area,and the population age structure of Jilin Province has gradually begun to transition to the elderly population structure,and will face more and more serious aging society in the future.In this context,it is particularly important to improve the overall efficiency of local government social security expenditure.Based on the theory of public product theory,the economic development stage,X efficiency theory,new public management theory as the theoretical basis,from the present conditions of jilin province public expenditures,using DEA and Malmquist index method for jilin province’s municipal government fiscal social security input and output of the actual and overall efficiency of static and dynamic analysis.Through normative analysis and empirical analysis,it is concluded that: the overall spending on social security of jilin province in the DEA invalid state,the entire province average comprehensive technical efficiency is low,in addition to the changchun city eight other cities(state)of the comprehensive technical efficiency during 2012-2020 values are less than 1,and in most public expenditures under scale diminishing returns.It shows that the local government of Jilin Province has unreasonable planning for social security funds and low utilization efficiency.The negative growth of total factor productivity index of Social security in Jilin province is mainly caused by the decrease of technological progress index.In addition,from the perspective of regional differences,the total factor productivity of most prefecture-level cities also shows a downward trend to a certain extent,which is mainly caused by the low level of technological progress in each region.Therefore,this paper puts forward some suggestions: First,expand the coverage of social security,let social security funds play a full role;Second,strictly control the scale of social security expenditure in some regions;Third,improve the social security fund management system,improve the efficiency of social security expenditure from the technical and management level;Finally,social security policies should be formulated according to local conditions.
