Research On The Comprehensive Budget Management Of XS Court Based On The Balanced Score Card

With the sustainable growth of social and economic advantages of the current companies,the conventional all-round budget management model cannot satisfy demand for the current development of companies.More companies combine the Balanced Score Card into the all-round budget management model,which has better results.As the judicial organs of the state,the People’s courts punish crimes by examining criminal cases,civil cases,administrative litigation and other cases stipulated by law,resolve legal disputes,ensure safety and order,and uphold social equity.As China’s economy and society continue to grow and improve,the courts are dealing with increasingly complex cases,and the manpower and funds that must be invested are also increasing.The current state overall budget management model is also unable to meet the growing needs of handling cases,and its corresponding social public service function and the government’s social service effect of managing economic and social development have not been completely realized.This paper uses case research method and literature research method.Taking XS court as the research object and study the necessity and enforceability of applying an all-round budget management model on account of the Balanced Score Card in the People’s court system.Through reading and analyzing the financial data and the matters disclosed to the public of the court,analyze the weaknesses of the XS court in three sides: all-round budget compilation,budget performance,and budget assessment.Then use the Balanced Score Card in the overall budget management,combine the unit’s strategic goals with the overall budget management,which can make the budget more realistic.This article focuses on solving the problems of unscientific preparation methods,weak enforcement,and mere formalities in the all-round budget management system of the XS court.By establishing an all-round budget management model on account of the Balanced Score Card,We present some recommendations from objective goals to budget management model design and use,which can promote the budget management abilities of the XS Court.
