| China’s economy has entered a period of high-quality growth from a period of high-speed growth,and the improvement of total factor productivity has become an important driving force for high-quality development.With the gradual disappearance of China’s demographic dividend,a sharp decline in investment growth rate,and a gradual slowdown in the growth of labor,capital and other factors of input,the factor-driven development mode of agricultural processing industry cannot be sustained.Therefore,it is necessary to improve the total factor productivity to promote the sustainable growth of agricultural products processing industry.Since the 18 th CPC National Congress,the reform of the administrative examination and approval system has become an important part of the government’s administrative system reform.It involved the registration of agricultural products processing enterprises,the approval of plant land and other administrative examination and approval items,which was also one of the earliest contents of the reform.The reform of the administrative examination and approval system has become an important factor to promote the improvement of micro production efficiency.Many scholars have begun to explore the economic effects released by the reform of the administrative examination and approval system,but no scholars have studied the impact of the reform of the administrative examination and approval system on the total factor productivity of agricultural processing industry.In this context,clarifying the impact of administrative examination and approval system reform on total factor productivity of agricultural processing industry can enrich relevant theoretical research,point out the direction for further deepening the reform of administrative examination and approval system,and provide micro guidance for improving total factor productivity of agricultural processing industry.Based on this,this paper firstly reviewed relevant research literature,sorted out the process,characteristics and measurement of the reform of administrative examination and approval system,and analyzed the total factor productivity at the industrial level and enterprise level of agricultural processing industry.On this basis,the path that the reform of administrative examination and approval system promotes the total factor productivity of agricultural processing industry is summarized as the effect of institutional transaction cost reduction and the effect of resource allocation efficiency improvement.Secondly,this article from the micro perspective,the agricultural product processing industry of listed companies and China’s regional administrative examination and approval authority data matching,as a research sample,this paper at the same time to set up the administrative examination and approval center around the city as a natural experiment,through the construction of double difference model empirical test of the administrative examination and approval system reform to promote total factor productivity.Finally,the heterogeneity analysis and mechanism test are conducted to explore the heterogeneity of institutional dividends released by the reform of administrative examination and approval system among different enterprises and regions,further test the channels of the impact of the reform of administrative examination and approval system on total factor productivity,and enrich the research conclusions of this paper.On the basis of this research,several suggestions are put forward: first,the government should continue to promote the reform of the administrative examination and approval system,so as to reduce the institutional transaction costs of agricultural processing enterprises and reduce the pressure on the capital of agricultural processing enterprises;Second,the government should constantly innovate approval methods,make full use of the Internet to carry out online approval and make the process more transparent,so as to stimulate the vitality of agricultural processing enterprises and promote the improvement of total factor productivity. |
