Research On Community Governance Of Urban-rural Fringe Of A Street In Deyang City

At present,China’s new urbanization is accelerating,the urbanization process of urban edge villages and suburban villages is accelerating day by day,and has gradually undertaken many important tasks such as population expansion,industrial transfer,and service supporting in the central urban area.A special social form between rural and urban areas-the urban-rural fringe was created.There are great differences between urban-rural fringe and traditional countryside in economic and social presentation.The state of its "diversified" and "mixed" structure makes social governance more and more complex,especially difficult to develop and manage.This paper tries to investigate and study the community governance in the urban-rural fringe of the street,analyze the current situation of community governance in the urban-rural fringe,find the positive effects and deficiencies of community governance in the urban-rural fringe,and try to put forward positive suggestions and countermeasures for strengthening community governance and improving the community governance ability in the urban-rural fringe.Then,can provide practical guidance and useful reference for the development and improvement of our community governance.Taking the urban-rural fringe community of a street in Deyang City as a case,this paper deeply studies and summarizes the theories of community,governance,and community governance through the method of literature research,and analyzes and summarizes the research status of relevant problems at home and abroad.At the same time,it studies and summarizes the key concepts of community,urban-rural fringe community,governance,and community governance.Importantly,this paper conducted a questionnaire survey on 400 community residents and 40 community staff by using the "three-in-one" method of a questionnaire survey,survey interview,and case analysis.Through the qualitative and quantitative analysis of the survey results,combined with the survey and interview of nearly 50 community residents and community staff,This paper deeply studies,analyzes,and summarizes the problems and causes of community governance in the urban-rural fringe of a street in Deyang City.Finally,through a large number of literature research,long-time on-the-spot investigation and visits,and various references to relevant documents and materials,this paper puts forward five categories and twelve aspects of countermeasures and suggestions for strengthening the community governance in the urban-rural fringe: first,crack the urban-rural dual structure and promote the integration of multiple groups of residents,specifically: establish the urban-rural connection security system Strengthen the effective management of floating population;The second is to straighten out the relationship between the government and the community and untie the community at the junction of urban and rural areas,specifically: correctly positioning the role of the government and clarifying the factual rights and responsibilities of the community;Third,build a homogeneous governance mechanism in urban and rural areas and promote the implementation of pluralistic co governance,specifically: adhere to the guidance of Party construction,strengthen cohesion,cultivate social organizations suitable for demand,and establish diversified service solutions;Fourth,stimulate the co governance of complex groups and build effective participation channels for residents,which are as follows: improve the awareness of community governance of floating personnel,improve the sense of belonging of multi group communities,and establish participation channels suitable for complex residents’ structure;Fifth,based on the actual differences between urban and rural areas,comprehensively ensure the communities in the urban-rural fringe,specifically: strengthen the community investment in the urban-rural fringe,and build a public service system matching with development.
