Research On The Innovation Of Community Policing Emergency Management Based On The "Fengqiao Experience

Global risks have started spreading from early 21 st century,and a variety of public emergencies have emerged one after another.At the beginning of 2020,the new Corona virus pandemic broke out in China.As an important part of improving the modernization of our country’s national governance system and governance capacity,emergency management is facing an increasingly severe situation."Fengqiao Experience" is a benchmark concept of contemporary grassroots social governance,has now become an important basis and basic experience for the party and the country to formulate policies and make decisions.Therefore,using the "Fengqiao Experience" to improve the innovation of community police emergency management.Mechanisms and models is a major issue for public security authority to respond to public emergencies and improve the effectiveness of community police emergency management.The public security authority ’s ability to respond to emergencies is an important part of the government’s emergency management system,which will directly affect the full play of government functions.To explore further "Fengqiao Experience" and provide deeper insights,the paper comprehensively adopts the method of literature analysis,case study and interview analysis to study the emergency management of community police affairs.Although some achievements have been made in community policing emergency management,Certain issues remain existing,for example: the participation of the public in community policing emergency is not high,the grass-roots emergency management systems and capabilities are short-circuited,and the community’s "mass prevention and group governance”Inadequate organization.Behind these issue listed above are mainly that the lag in the concept of community police emergency management,the imperfection of the community police emergency management mechanism,as well as the irregularity of the community"group prevention and group governanc authority e" management system.On the basis of the above investigation and analysis,the paper has suggested some targeted countermeasures and suggestions to solve the problems existing in the public security authority of D City.To be precise,the major counter measures include creating a"people-oriented" community policing concept,implementing the service and prevention-oriented community policing concept,improving the community policing emergency management mechanism,and improving the community policing governance organization system.Through the research of this paper,it can provide inspiration and reference for the public security authority of D city to improve the modernization of social governance capabilities,and community police emergency management capabilities.
