My country’s administrative examination and approval system has undergone nearly half a century of reform and development,and the administrative examination and approval service model has gradually shifted to a new type of administrative examination and approval service model that uses Internet thinking and information technology to continuously improve government functions,innovate examination and approval service methods,and strengthen public service capabilities.Informatization has become the key to the modernization of the national administrative management system and public management capabilities,including the administrative examination and approval system.However,after long-term exploration and development,the informatization construction of administrative examination and approval has gradually revealed its problems and deficiencies.Obstacles have been formed in the innovation of examination and approval service methods,the optimization of public service efficiency,the construction of intelligent government,and the optimization of the economic and social development environment.The further optimization and reform of informatization is urgent.The purpose of this paper is to take Jinyun County,Zhejiang Province as an example,to make some theoretical attempts for the deepening reform of the local government’s administrative examination and approval information construction by studying its current situation,existing problems,reasons and countermeasures.This paper takes Jinyun County’s administrative examination and approval informatization construction as the research object,with service-oriented government theory and digital governance theory as theoretical support,using questionnaire survey and interview methods to carry out investigation and research,focusing on the current Jinyun County administrative examination and approval informatization construction development process,The status quo,existing problems,and the reasons are analyzed,and then according to the reasons,the feasible paths for deepening the informatization construction of administrative examination and approval in Jinyun County are proposed.First of all,the author summarizes the relevant concepts and expounds the theoretical basis supporting the research of this paper by searching and reading the relevant domestic and foreign literatures on the informatization of administrative examination and approval.Secondly,use the questionnaire survey method and interview method to investigate the current situation of the informatization construction of administrative examination and approval in Jinyun County,and start from the perspectives of the relevant subjects of the informatization construction of administrative examination and approval,including administrative organs,administrative examination and approval personnel,and administrative examination and approval counterparts.The problems exist in the four dimensions of the scope of approval content,the optimization of the approval process,the improvement of the approval system,and the coordination of organizations related to approval informatization.Then,from the five aspects of concept factor,system factor,organization factor,technical factor and talent factor,it deeply analyzes the reasons that restrict the construction of administrative examination and approval informatization in Jinyun County.Finally,according to the reasons,it proposes effective ways to establish a comprehensive informatization construction concept,improve the informatization construction system,promote inter-organizational information communication and collaboration,improve the informatization infrastructure guarantee,and increase the training of professional information talents,in order to deepen the development of our country.The informatization construction of administrative examination and approval provides a reference,prompting the government to continuously improve its administrative service capabilities,so as to meet the higher-level needs of the public. |
