Nowadays,the parallel of global economic integration and regional economic integration has become an important feature of world economic development.In recent years,in East Asia,regional cooperation and the construction of East Asian community have also evolved,and there is a wide space for institutional discussion.In the development of new East Asian regionalism,Japan has participated for a long time and had a great influence,which plays an important role in the institutionalization of the whole regionalism.The study of Japan’s ASEAN+3 strategy is helpful to understand the logic of Japan’s foreign behavior and the development history of East Asian regionalism.At the same time,it also has reference significance for China to play a greater role in the institutionalization of regionalism in the future.This paper combs the development process of Japan’s regionalism strategy after the formation of new East Asia regionalism.On this basis,by combing the official documents of the Japanese government and regional organizations,taking institutionalization as the main thread,this paper selects the process of Japan’s participation in the development of ASEAN + 3 as a case for analysis.This paper first discusses the progress of internal institutionalization in the early period of ASEAN+3and the strategic trend of Japan,and then analyzes the characteristics of Japan’s institutionalization strategy at the present stage.Finally,this paper confirms the speculative,functional and flexible nature of Japan’s regionalism strategy.And it basically comes to the conclusion that Japan has different levels of leadership objectives according to different topics within the ASEAN+3 mechanism,and puts forward institutionalized plans accordingly.Outside the mechanism,Japan is also committed to more diversified institutionalization exploration.Its compound institutionalization strategy is dynamically affected by other actors such as China and the United States with cooperative and competitive factors.
