With the advent of a risk society,various crises such as environmental crisis,food safety crisis,and public health emergency crisis coexist,and the characteristics of potential,sudden and unpredictable crises greatly threaten the safety of human life.In this regard,General Secretary Xi Jinping emphasized that predicting risks is the premise of preventing risks,and grasping the direction of risks is the key to seeking strategic initiative.The risk early warning of public health emergencies occurring at the moment is the concern of the academic community.How to deal with the sudden public health risks that may come at any time and give early warning to the society quickly and effectively has become an urgent problem to be solved.At present,although our country has adopted emergency legislation to regulate the concept of early warning and the early warning system,the content is relatively shallow and the system is placed in a relatively secondary and auxiliary role.In addition,a dedicated and independent early warning agency and a mechanism that can trigger early warning have not been established.At the same time,the early warning information in the early warning process is different from the conventional monitoring information,and the early warning mechanism is also different from the monitoring mechanism.However,in the early warning practice of public health emergencies,the early warning mechanism is often It is confused with the monitoring mechanism,and the early warning information is often confused with the general epidemic information.Therefore,when a public health emergency occurs,although there are relevant laws and regulations "early warning" provisions,the early warning principles related to the early warning system have not really been established.,the early warning mechanism has not been really constructed,so it is difficult to play the due role of the system in the practice of public health emergencies.In order to improve the above problems,first of all,through the analysis and definition of public health emergencies and the meaning and characteristics of the early warning principle and early warning mechanism,it is clear that the early warning mechanism is the extension of the early warning principle in the system,and the Heisenberg scientific uncertainty principle is introduced at the same time.As the theoretical basis for the early warning principle of public health emergencies and the construction of early warning mechanism.Secondly,it analyzes the necessity of establishing a special early warning mechanism in the field of public health emergencies,and points out that my country’s current legislation has not clearly established the early warning principle based on the principle of scientific uncertainty,and points out that the lack of a special and independent early warning mechanism has caused early warning It is difficult for the mechanism to function as it should.Thirdly,it is pointed out that the early warning mechanism under the guidance of scientific uncertainty can meet the needs of citizens for life and health,the value orientation of risk prevention and control,efficient and strict procedural rules,and meet the basic concept requirements of responding to public health events,and should be established as a public The basic system of legislation in the field of health emergency is constructed.Therefore,the early warning system for public health emergencies should be constructed by clarifying its value orientation and establishing it as a basic system in the Law on Prevention and Control of Infectious Diseases.Finally,on the basis of clarifying the principles of early warning of public health emergencies,the construction of the early warning mechanism is demonstrated,the basic components and starting conditions of the early warning mechanism are clarified,and on this basis,the specific construction path of the early warning mechanism is proposed.To sum up,this paper makes up for the defects in the early warning of public health emergencies in my country through the construction of the early warning mechanism,in order to provide reference for the improvement of the risk prevention system for public health emergencies.
