Research On The Dilemma Of "De-bureaucratization" Reform Of Grassroots Institutions And The Optimization Of Reform Pat

The exercise of administrative functions by public institutions is the product of a certain era background.With the gradual deepening of the comprehensive deepening of reform,public institutions have experienced the reform process of separating affairs from enterprises and separating government affairs.Especially in 2018,the CPC Central Committee carried out the deepening reform of party and state institutions nationwide,and clearly proposed to carry out reforms for public institutions undertaking administrative functions.The reform comprehensively cleans up administrative functions,in oerder to return to the public welfare attribute.This paper takes the reform of public institutions undertaking administrative functions in Donggang District,Rizhao City,Shandong Province as the research object.Through field research and literature research,the paper summarizes and analyzes the types of responsibilities,institutional specifications,and establishment structure of public institutions undertaking administrative functions in Donggang District.Meanwhile,the paper analyzes the problems and causes of in the reform of Donggang District in order to put forward the key measures and paths of the "de-administrativeization" reform of public institutions.By defining the direction of precise reform of administrative functions,improving supporting policies to break down institutional obstacles,highlighting structural reorganization and breaking the setting of rules and regulations,balancing interests to resolve reform resistance and digital empowerment process reengineering,etc.,we will study the work plan suitable for grass-roots development,and effectively solve the contradiction between the "inverted triangle" of institutional resources and the "positive triangle" of workload brought about by the "de-administrativeization" reform of grass-roots institutions.
