Study On Institutional Anti-corruption Of The Communist Party Of China In The New Era

Institutional Anti-corruption is an important strategy of the Communist Party of China to promote the anti-corruption struggle in the new era.Since the Eighteenth National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has focused on the long-term governance of the Party and the long-term peace and stability of the country,made a major strategic deployment of "Comprehensively Strict Governance Over the Party",and emphasized adhering to the "Governing the Party by Institution" and taking the construction of the inner-party institutions and regulations as a fundamental policy.In the process of the construction of a fine Party conduct and a clean government,and the anti-corruption struggle,the Party Central Committee attaches great importance to and meticulously deploys the strengthening of the Party’s institutions and regulations for combating corruption and promoting governance,and gives play to the governance effectiveness of the institution in solving the problem of corruption within the Party.After nearly a decade of Institutional Anti-corruption,many institutional achievements and remarkable governance results have been achieved.Anti-corruption is always on the way,and in order to figure out how we can continue to succeed in the future,we need to see clearly why we have been able to succeed in the past.Systematically studying the practice of Institutional Anti-corruption of CPC in the new era and interpreting the importance and effectiveness of Institutional Anti-corruption will help deepen the understanding of the regularity of the anti-corruption struggle in the new era and are of great significance to further consolidating and developing the results of the overwhelming victory in the anti-corruption struggle.Guided by Marxist dialectics,this thesis uses research methods such as literature review,comparative analysis,and systematic analysis,and focuses on the theoretical basis and practical background,problems to deal with,main measures,results and experience of the practice of Institutional Anti-corruption of CPC in the new era,in accordance with the logic of "why do it-where is the difficulty-what has been done-what effects ".The thesis has five parts: The first part is an introduction,which explains the reasons and significance of the topic selection,the current status of research,the research ideas and methods,and the research innovation points and deficiencies,and defines the concept of Institutional Anti-corruption.The second part is to explore the theoretical basis for Institutional Anti-corruption from the ideological theories of Marxist classic writers and Chinese communists and ancient Chinese political history,and to discuss the necessity of Institutional Anti-corruption in combination with the practical needs of comprehensively and strictly governing the Party strictly,the Party’s governance capability strengthening,and the modernization of state governance.The third part is to analyze the difficulties and problems that the CPC needs to deal with in the new era of Institutional Anti-corruption,including the difficulty of addressing corruption problem and the shortcomings of the construction of anti-corruption institution.The fourth part is to discuss the main measures of Institutional Anti-corruption of CPC in the new era.There has built an anti-corruption system with the focus on building a system for preventing corruption,supervising power,and punishing corruption.There has promoted the implementation of the anti-corruption system with strengthening publicity and education,taking the lead in observing the leadership,and clarifying the responsibility for implementation.There has strengthened the operation and supervision of the anti-corruption system with the key to improving the system,strengthening supervision,and strict accountability.The fifth part is to evaluate the remarkable results achieved in Institutional Anti-corruption based on the implementation of the system,anti-corruption report cards and people’s satisfaction,mainly embodied in the initial realization of the goal of not daring to be corrupt,promoting the strengthening of the constraint of not being able to be corrupt,promoting the formation of the consciousness of not wanting to be corrupt,effectively improving the party’s governance ability,and consolidating the mass foundation of the party’s ruling power.From the practice of Institutional Anti-corruption in the past ten years,we have summarized the three practical experiences of adhering to the main tone of "strictness" and zero tolerance,adhering to the concept of addressing both symptoms and root causes,and adhering to attaching equal importance to the formulation and implementation of anti-corruption institutions.
