Public Satisfaction Of Maritime Administrative Law Enforcement In Dalian City

In recent years,with the gradual transition of government form from management to service,Chinese government departments pay more attention to the needs of the public.As a public service organization that exercises the water safety management function entrusted to it by the state,maritime department undertakes the duty of national water traffic safety supervision.Its essential attribute is to serve the economic and social development,and to serve and obey the interests of the public.Maritime departments have always regarded people’s satisfaction as the highest standard of maritime work inspection,but with the gradual improvement of the public’s sensitivity to the legalization and standardization of administrative law enforcement,and non-standard law enforcement phenomenon occurs from time to time,maritime administrative law enforcement is facing more and more challenges.Therefore,improving the mode of administrative law enforcement and improving the public’s satisfaction with administrative law enforcement has become an important subject to promote maritime development and build people’s satisfaction with maritime affairs.Public satisfaction from the department of maritime administrative law enforcement of investigation and research,in Dalian area as sample,through interview and questionnaire survey in two ways,collect the administrative relative person satisfaction evaluation of the results of the aspects of the maritime administrative law enforcement,and then analyze the results,explore the promotion of Dalian maritime administrative law enforcement in the new path.Based on the content of satisfaction,this paper analyzes the factors affecting the satisfaction of maritime administrative law enforcement,and then establishes the evaluation index system of satisfaction of maritime administrative law enforcement,and describes the index scientifically.Then analyze the score,summarize the problems existing in the maritime administrative law enforcement in Dalian,analyze the problems,and put forward countermeasures based on the current work status of maritime affairs.This paper is divided into four parts: The first part is the introduction,including the research background,significance,domestic and foreign research review,core concept interpretation,research content and research methods of this paper;The second part generalizes the present situation of dalian maritime administrative law enforcement,clarifies the research object,establishes the index evaluation system,and explains the satisfaction questionnaire,interview design and research implementation procedure.The third part analyzes the results of the actual investigation and research,and explains the practical reasons that affect the public satisfaction of maritime administrative law enforcement,so as to get a preliminary conclusion.The fourth part puts forward countermeasures and suggestions for optimizing maritime administrative law enforcement from five aspects of department operation mechanism design,supervision mechanism optimization,personnel team construction,information construction and laws and regulations construction.
