Research On The Protection Of Law Enforcement Rights Of Border Inspection Police

Police law enforcement is an important part of the government’s public management function.Infringing on the rights and interests of police law enforcement will weaken the government’s public affairs management efficiency.In recent years,with the rapid development of social economy,the people’s attention to their private rights has increased significantly.When facing the non gain law enforcement activities of the police,it is often prone to malicious complaints,insults and abuse,and even violent resistance to the law.According to statistics,there were 19732 cases of violating the authority of police law enforcement in 2021,of which the proportion of violent resistance to the law was as high as41%.Correspondingly,although the state and local governments have successively introduced a series of law enforcement rights protection systems and methods,the overall effect is poor and the coverage is not wide.The path of law enforcement rights and interests protection of the people’s police still needs to be further widened and enriched.On April 2,2018,the National Immigration administration was established.Its main responsibilities include: formulating China’s immigration policy and subsequent implementation,border people’s exchanges management,entry-exit management and the inspection of China’s port documents.In addition,it also coordinates the governance and repatriation of illegal immigrants in China by "three non" foreign personnel.As a newly established state department,in the process of performing their functions and powers,the grass-roots border inspection police responsible for the inspection of exit and entry documents are often illegally infringed on their law enforcement rights and interests due to the imperfect system,low illegal cost of management objects,insufficient disposal capacity and other reasons.How to broaden the protection path of law enforcement rights and interests of border inspection police and build a more harmonious and civilized entry-exit management order has become an urgent problem to be solved.This paper is divided into five parts.Taking the G Frontier Inspection Station responsible for the customs clearance and inspection of south Guangdong port as the starting point,this paper studies the protection of the law enforcement rights of the border inspection police,and grasps the current high incidence of "soft violence" infringement,insult and abuse,malicious complaints and other main forms of infringement through questionnaire survey and data access.Through further research and comparison,find out the external and internal causes of the problems,and explore the common response measures of the police group and the specific improvement paths for the types of border inspection police through foreign experience reference and theoretical analysis,such as carrying out targeted practical training,strengthening the construction of public relations,improving the rights and interests protection system,establishing emergency response mechanism,increasing the construction of hardware facilities,setting up unpopular lists and other measures,In order to solve the problem effectively.
