| The report of the 19 th National Congress of the Communist Party of China made a major political judgment that socialism with Chinese characteristics has entered a new era,for the first time,putting forward the proposition of "Strengthen the Party’s Political Leadership Ability".The important judgment is based on the strategy of developing socialism with Chinese characteristics,which is the new demands to the whole Party and its leading cadres at all levels,which also fully demonstrates the Communist Party of China’s sober sense of hardship and its mission responsibility.As the “critical minority” of Chinese Communists,leading cadres of Party member at all levels are important promoters of the Party’s cause.The Party’s cause should be organized by leading cadres of the Party member at all levels,and the Party’s work should also be carried out by leading cadres at all levels,leading cadres play a key leading role in advancing the great project of Party building.The arrival of the new era indicates that the ruling environment of our Party has changed to a certain extent,leading cadres of Party member at all levels need both strong political skills and strong abilities,in order to continue to lead the people in advancing the cause of socialism with Chinese characteristics.This paper takes strengthening the political leadership ability of leading cadres of Party member as the research object,and expounds the basic situation of strengthening the political leadership ability in the new era.The first part is the background analysis and the research summary,China is facing a new challenge of economic development and social governance upgrading in the new era,as the key to the process of national governance,the political leadership ability of leading cadres at all levels needs to be further strengthened.The second part of this paper focuses on the theoretical overview of strengthening the political leadership of leading cadres,which adopts literature research method and inductive generalization method,combing the relevant thought theories of Marxist classical writers、the major leading groups of the Chinese Communist Party and the main content of Xi Jinping’s important exposition on political leadership ability,summarizing the basic contents of strengthening the political leadership ability of the leading cadres of Party members in the new era as four aspects: the ability to hold firm,the ability to take responsibility,the ability to make good decisions,and the ability to keep clean.The third part is the analysis of strengthening the leading cadres of Party members political leadership ability of the achievements、problems and reasons,and then exploring the practical path.The fourth part puts forward several counter measures,which is based on the basic content and the existence realistic question of strengthening political leadership ability : The first one is to strengthen the political belief、enhance political awareness、strengthen the theoretical study to temper the strong political determination;Secondly,to consolidate the professional foundation、 stand firm with the people、strengthen practice to enhance the ability to take responsibility;Thirdly,to set up the scientific thinking、innovative working methods、attach importance to the investigation and study in order to improve scientific decision-making ability;Fourth,improve the integrity self-discipline by strengthening the party spirit exercise、strengthening honest self-discipline consciousness and improving the cadre supervision and management mechanism.The fifth part is the research background,main content and significance of this article.This paper holds that enhancing the Party’s ruling ability and leadership level lies in enhancing the political leadership ability of leading cadres at all levels.Leading cadres of Party member should strengthen their ability of political leadership,strengthen political responsibility,enhance the ability to make decisions in a scientific way,strictly observe political discipline and rules,and put morality first and set an example for others.Integrate the mission of original aspiration into the governance of the country and do a good job as the backbone of the people. |
