Research On The Realization Degree Of Equalization Of Basic Public Services In Northeast China

Promoting the equalization of basic public services is an important way for all citizens to share the fruits of reform and development and enhance citizens’ sense of well-being and gain.At the same time,it is an important way to enhance citizens’ happiness and sense of gain.Since the national implementation of the Northeast Revitalization Strategy,the social construction of the three northeastern provinces has developed rapidly,the basic public service system has been continuously improved,and the basic public service level has also been greatly improved.However,due to the long-term dual structure and the large economic gap between regions,there are still many factors that restrict the equalization of basic public services.To further promote the equalization of basic public services in northeast China is an important basis to guarantee the sustained and rapid economic development and social harmony and stability in northeast China.Therefore,it is of profound research significance to study and discuss the realization degree of equalization of basic public services in northeast China.Based on Rawls’ theory of fairness and justice and the research results of Jiang Xiaoping and Kang Jian scholars,this study constructs an analytical framework for the equalization of basic public services of "fairness of policy environment—balance of supply level—People’s sense of access" and designs specific evaluation dimensions.From the three aspects of "starting point—process—result",it is committed to all-round and multi-angle analysis and evaluation of the realization degree of the equalization of basic public services in Northeast China.In the aspect of policy analysis,a qualitative analysis is made of 419 basic public service equalization policy texts issued by provincial government departments in three northeastern provinces from 2006 to 2020.It is found that the policy objectives of the equalization of basic public services in Northeast China show the evolution law of "full coverage-fairness-high quality".The policy themes of the three provinces have their own emphasis,but all of them are lacking.At the same time,there are some problems such as the lack of completeness of policy objectives in specific areas,the use of more mandatory policy tools and the simplification of policy subjects;In terms of supply level analysis,the equalization index of basic public service supply level in three northeastern provinces from 2006 to 2019 was calculated by entropy method and population weighted coefficient of variation.The differences between provinces and regions in Northeast China were analyzed from four aspects: basic public education,basic social insurance,basic medical and health and basic public cultural service.The results show that although the degree of equalization of service supply among regions has improved in recent years,different regions still have their own service shortcomings in specific service areas,and relevant departments need to further increase service supply;In terms of people’s sense of acquisition,this paper measures the sense of public acquisition of basic public services from three dimensions of accessibility,fairness and satisfaction.The questionnaire was designed around the above three aspects and1226 valid questionnaires were collected,so as to study and analyze the data.The results show that there are obvious regional differences and characteristic differences in the sense of public acquisition of basic public services in Northeast China.The sense of public acquisition is higher in Heilongjiang Province and lower in Jilin Province.The public rated the accessibility of basic public services higher than fairness.The perceived acquisition of public education services is relatively high,while the perceived acquisition of public culture and sports services is relatively low;Finally,in view of the problems existing in the policy environment,supply level and public sense of access of the equalization of basic public services in Northeast China,this study gives the cause analysis of the corresponding problems,and puts forward scientific and reasonable countermeasures and suggestions to promote the further improvement of the equalization of basic public services in Northeast China.
