Research On The Informatization Construction Of Hangzhou Municipal Governmen

As an essential part of city informatization,government information construction has become a decisive factor for cities to obtain development in both economy and society.Starting from the research background and significance of the article,this paper introduces the concepts of government informatization and e-government,briefly introduces the formation,development process,development status and characteristics of government informatization in China,mainly analyzes the current situation of information construction of Hangzhou municipal government,and finds out factors that restrict it from further development,putting forward the causes and possible solutions in its information construction.The globalization of information is not only a challenge but also the criteria of judging the strength of countries,which means traditional government management mode cannot accommodate to the demands of information society.Therefore,making efforts to explore better ways of government services has become an inexorable trend.What’s more,the reform of government service mode promotes the level of government information construction as well,which is of great importance to further optimizing government services and making the public more convenient.The government informatization started late,but our country attaches great importance to it.Under the promotion of a series of national policies,the software and hardware facilities of various key application systems are gradually improved,but there are still problems.Through this study,it is found that there are serious formalism,isolated information island,lack of management system,and low utilization rate of data sharing in the current Hangzhou government information construction.The causes of the above problems are mainly reflected in the problems of personnel literacy,lack of standardized data construction,outdated management mechanism,and difficulty in government information integration.In view of the above problems and causes,the main measures of Hangzhou municipal government to strengthen the information construction are: improving the overall quality of personnel,strengthening the training of personnel quality,improving information literacy;promoting the construction of e-government integration,improving the relevant laws and regulations and information basis,and building an e-government integration environment;improving the management mode of the government,changing the role of the government,taking the public demand as the core;optimizing the government information resources integration and sharing mechanism.
