On The Improvement Of The Public Participation System Of Major Administrative Decisions

With the deepening of the rule of law,the public’s political awareness of political life and government governance gradually awakened,and the position of the public participation system in major administrative decisions became increasingly prominent and became an indispensable part.The promulgation of the Interim Regulations on Major Administrative Decision-making Procedures provides an important legal basis for the public’s orderly participation in the process of major administrative decision-making;in turn,the construction of the public participation system has greatly improved the efficiency of decision-making formulation and ensured that it will ensure that decisions are both scientific and democratic.However,in the entire process of major administrative decisions,there are also many problems in the public participation system,which is not only not conducive to the superiority of the system,but also damage the credibility of the decision-making offices.Therefore,it is necessary to further improve the public participation system of major administrative decision-making.There are four parts in the full text.The first part mainly discusses the research background,research significance,current situations of the major administrative decision-making public participation system,and research methods used in the article,to clarify the necessity of studying the system.The second part clearly defines the public participation system of major administrative decisions,summarizes the meaning of major administrative decisions,explains the connotation of the public participation system from the "public" range,participation forms,participation timing,participation guarantee,and the functions of the system.At the same time,the theoretical foundation of the public participation system is explained,which mainly includes the ladder theory of public participation and negotiation democracy theory.The third part illustrates the current situation of the public participation system.Through the analysis of the content of the public participation system,it is pointed out that the existing problems mainly include the unclear range of major administrative decisions,unclear definition of the "public",lacking institutional regulations for participation forms,unclear participation timing,and insufficient participation guarantee.From the perspective of the ladder theory of public participation,the fourth part gives corresponding suggestions on how to improve and improve the major administrative decision-making public participation system,including define the range of major administrative decision-making items,clarify the range of the "public",enrich the form of participation,clarify the timing to participate,strengthen participation in order to strengthen the effectiveness of the public participation system in major administrative decisions and achieve deep participation.
