Research On The Political Absorption Of Social Elites In County Regime

Political absorption is a way of political integration in modern China.Political parties absorb the new elites and social forces generated by social change,maintain political stability in the period of social change and turmoil,and expand the class foundation and mass foundation of party governance.Historical practice shows that China ’ s ruling party has the ability to absorb emerging social forces and integrate them into the national political system in the modern social change.In this paper,N county within the scope of research and interviews to explore the political absorption of N county.Through on-the-spot investigation,the county regime to absorb the social elite mainly has four kinds of institutional organization absorption way,the party organization absorption,the people ’ s congress system absorption,political consultative conference system absorption and group organization absorption.N county people ’ s congress system has the ability to influence and representative elites in the social transformation and change through the way of becoming the representative of the people ’ s congress to absorb,listen to and absorb their opinions and suggestions,through legislation and policy to unify the interests of all social classes to achieve the greatest public interest;the N County CPPCC system absorbs outstanding elites from all parties and groups in the society into the CPPCC,and reflects the democracy of socialism through the democratic form of negotiation.The absorption of the CPPCC system has built a platform for other parties and groups from all walks of life and other stakeholders to participate in public political life,expanded the way for the people to express their interests and aspirations,expanded the channels for the people to participate in the management of public affairs and the expression of public affairs,and exercise the rights of people to participate,dialogue,consultation and vote;The absorption of group organizations in N County is limited by the small number of group organizations and the close relationship between group organizations and the government.The number of group organizations absorbed is small and the objects absorbed are more representative rather than elite.The analysis of the political absorption of N county shows the general characteristics of the political absorption of the social elite by the county government.Under the political task of the patriotic united front,the county government links and unites the elites and groups from all walks of life.Under the decision of the governance and public affairs of the county society,the county government carries out democratic consultation with the social stakeholders and elite representatives from all walks of life.In the process of absorbing the social elites by the county government,the county government absorbs those excellent county social elites with representativeness and typicality.However,at the same time,it is found in the survey that there are some difficulties in the political absorption of the county-level regime.The four absorption channels and limited absorption quotas of the county-level regime seem to be stretched in the face of the county-level government ’s vigorous attraction of talents to develop the economy today.In order to improve the political absorption of county regime and better reflect the role of social elites in the political system,some optimization paths and improvement measures are put forward.
