Research On Administrative Assistance For Urban Residents’ Minimum Living Security

In China,the minimum living security system for urban residents has been effectively implemented for more than 20 years,which has made an important contribution to the protection of the basic right to subsistence for poor families and individuals and to social stability.With the development of China’s economy and society,the social assistance system has been constantly improved,and the administrative assistance of the minimum living security for urban residents has gradually exposed problems.In practice,the payment mode of relief funds is single,and only static and simple payment is used as guarantee,and the distribution of relief funds is also random.Urban subsistence allowances can not be fully guaranteed,there is a phenomenon of "leakage of insurance".The recipients of subsistence allowances are reluctant to give up their eligibility for assistance,making it difficult to advance the determination of the loss of eligibility for assistance.Some of the urban residents who do not meet the requirements for the application of subsistence allowances are eligible for the assistance of subsistence allowances through hidden employment,property transfer and other ways,resulting in a certain difficulty in verification and management.The reason is that China’s adjustment of relief standards is still in a relatively static state,and the formulation of relief standards lacks standardization.When standardizing the management of subsistence allowances,government departments at all levels failed to give full consideration to the protection of low-income groups in need,and the coverage of assistance was relatively small.The superposition of fringe welfare of subsistence allowance,the gradual withdrawal of the lack of assistance and the employment incentive mechanism lead to the unwillingness of subsistence allowance recipients to seek employment.In addition,China lacks effective means of income audit,the division of labor of various functional departments is not clear,and the punishment is weak,lack of powerful punishment mechanism.In accordance with the Regulations on the minimum Living Security for Urban Residents promulgated by The State Council and the Measures for the Verification and confirmation of the minimum living security promulgated by the Ministry of Civil Affairs,the work of urban subsistence insurance is carried out.In terms of legislation,there is no specific method to determine the relief standard in China,and there is no differentiated relief standard according to the degree of poverty.With the acceleration of urbanization,some poor groups are not guaranteed subsistence allowances,and the scope of assistance needs to be refined.The loss of assistance qualification is lack of incentive and supervision,and there is no effective legislative provisions for the examination and supervision of family economic status.The implementation effect of the administrative assistance for the minimum living security of urban residents in China is not very optimistic,so specific provisions should be made in terms of the legislation and implementation of the assistance standards,assistance objects,assistance qualification loss mechanism,review and supervision mode.First of all,a multidimensional poverty index system should be established to provide targeted assistance to poor families and solve their survival and development problems.Secondly,migrant workers and families on the edge of subsistence allowances should be included in the scope of assistance,so as to achieve "all the benefits that should be covered".Thirdly,we should reduce the attraction of additional welfare related to subsistence allowance,improve the gradual withdrawal mechanism of assistance,and encourage the unemployed subsistence allowance objects to actively seek jobs through the development of various preferential policies,so as to fully mobilize the enthusiasm of subsistence allowance objects for employment.Finally,it is necessary to standardize the family economic status survey system,make full use of emerging information platforms,establish a "smart subsistence allowance" system,and further broaden the supervision channels to ensure that people with real difficulties are covered by subsistence allowances and maintain social stability.
