At present,At present,Vietnam has illegally occupied twenty-nine islands and reefs in the South China Sea,the most of any disputing country in the South China Sea.Knowing that its "hard power" cannot be greatly enhanced in the short term,Vietnam is pushing the South China Sea issue towards multilateralisation and internationalisation, using international public opinion to pressure China in order to secure its vested interests and advantages and to increase its bargaining chips with China. In this regard, the Vietnamese mainstream media has taken the lead and widely publicised the South China Sea issue in the international arena. Before conducting the study, this article firstly compares the status of Vietnam’s propaganda on the South China Sea issue and the current new situation of the South China Sea,and then adopts the methods of comparative analysis, content analysis, case study and sample survey to conduct the study. The content features of these reports in terms of topics, sources, regions covered, and tendency to involve China were analysed. After analysing the above-mentioned contents,we conclude that the propaganda strategies of Vietnamese mainstream media on the South China Sea include mutual cooperation among media and prolonged and high-intensity coverage;introducing international public opinion to expand international influence;cooperating with experts and scholars to wage a war of international law and reasoning;setting up multiple media and languages to encourage foreigners to propagate in multiple ways;selective coverage and differentiated and segmented dissemination;and keeping abreast of the international situation and flexible propaganda. The report also analyses the factors influencing Vietnamese media campaigns. It also provides an analysis of the domestic and international influences on Vietnamese media propaganda on the South China Sea.Finally, the measures to be taken by the Chinese media to propagate sovereignty of the South China Sea are proposed,China’s media should abandon the idea of passive response and single-handed propaganda, and should change their thinking to take the initiative. The five main areas include: active and rational voice of media journalists, improving the ability to set the agenda;strengthening the construction of international communication media and attaching importance to online communication channels;cooperating with experts and scholars to jointly strengthen the guidance of public opinion;strengthening cross-strait media cooperation and using overseas media personalities to make their voices heard;and joint participation of multiple subjects to innovate the narrative.
