| Government integration is the core content of the Post-New Public Management.In the context of digitalization,online government integration has become an inevitable trend in the development of e-government,and they can be found in global practice.China’s online government integration reform is also proceeding normally,but there are obvious differences in the degree of online government integration.This paper focuses on the degree of online government integration,and answers a question:what factors affect the degree of online government integration.Existing research believes that the decentralized structure advocated by the New Public Management will bring fragmentation.Therefore,it is necessary to eliminate the problems of low efficiency of public service supply caused by fragmentation through government integration.Scholars have noticed that the widespread use of digital technology in public management can overcome the multiple obstacles to government integration in a bureaucratic structure,reconstruct administrative processes in the digital space,improve the level of online government integration,and accomplish the goal of government integration.However,most of the existing studies on the level of online government integration remain at the level of theoretical cognition,and few empirical studies focus more on online government integration projects in a specific policy area,lacking holistic cognition and empirical test of multiple influencing factors of the degree of online government integration.This study draws on the three perspectives of technology,organization and environment from the TOE(Technology-Organization-Environment)analysis framework from the field of technological innovation,combined with the Chinese context,to construct an analysis framework suitable for online government integration research,and then propose research hypotheses.Based on the "Provincial Government Service Capability Survey and Evaluation Report" issued by the Central Party School and the annual data of each province,using the panel data fixed effect regression analysis method,this paper examines the influencing factors of the degree of online government integration in 31 provincial-level administrative regions in China from 2016 to 2020.Empirical analysis found that local financial resources,the richness of leadership experience,public demand,and peer pressure have a significant positive impact on the degree of online government integration;the local informatization foundation,central pilot support has no significant impact on the degree of online government integration.Based on the above analysis,this paper draws the following conclusions: the foundation of online government integration reform is public demand;abundant resources like financial resources are the key factor affecting the degree of online government integration;the competition and learning caused by peers pressure are important reasons for promoting the integration of online government.Entering the Post-New Public Management era,in order to further promote the level of integration,the government needs to better unblock the information channels between the government and the public to grasp the needs of the public;to clarify the top-level design of the integrated development of online government;to set the benchmark for online government development,forming a "race-to-top" pattern. |
