Study On The Operation Mechanism Of Documentary Politics In Contemporary China

Documents,both ancient and modern,Chinese and foreign.In contemporary Chinese politics,documents are still retained in the form of text from the central government to the local and grass-roots levels,and the spirit of documents is finally implemented through issuance and transmission of the documents.As a specific term of Chinese style,documentary politics has become a "window" for observing Chinese politics and a "keyword" for understanding contemporary Chinese politics,because of its widespread existence in national governance.Then,in the process of documentary politics,how does the work of the party and the government uploaded and distributed?How to exchange information between upper and lower departments? How does the documentstransform from an information carrier to a governance tool?How to implement and translate the spirit of the documents into governance effectiveness? The answers to these questions can be found in the operation mechanism of documentary politics.The text is divided into five parts.The first part introduces and explains the concept of documentary politics,which is the premise and foundation of the following discussion on the operation mechanism of documentary politics.Documents are an indispensable "building block" of documentary politics.Documentary politics relying on documents transmits information and issues decrees through documents,forms a joint activity of the upper and lower levels,exerts governance effectiveness,and establishes a stable,orderly,cooperative and efficient state of operation between state organs and society.The second part makes a concrete analysis of the composition of the document political operation mechanism.It mainly discusses four aspects: the operating carrier,operating power,operating mode and operating environment of documentary politics.Documents are the physical carrier of documentary politics and the tool for its operation;documentary politics relies on organizational systems,administrative relations,and institutional design to maintain its operational power and promote the operation of documentary politics;documents forwarding with text as an element and conferences as channels.The conveying of the spirit of documents are the two ways of the operation of documentary politics.With the help of these two methods,information and feedback can be exchanged;the political and cultural environment has injected a strong spiritual force into the documentary politics system and provided operational guarantees.The third part introduces specific examples for analysis,and summarizes the operation mechanism and characteristics of documentary politics.First,select typical cases to illustrate that from the drafting and forwarding of documents to the implementation of the spirit of the documents,they are the operating mechanism of documentary politics.On this basis,it summarizes the three characteristics of the document political operation mechanism,namely the superiority of the system,the scientific nature of the central leadership’s decision-making,and the high efficiency of the government administrative system.They are interconnected,interact,and inseparable in the operating mechanism of documentary politics.The fourth part discusses the problems that may arise duringthe operation mechanism of documentarypolitics mechanism of documents.Mainly from the "excessive paperwork" problem,the responsibility of handling documents,the implementation of the spirit of documents,the problem of feedback information asymmetry,and analyzes the causes and results of these problems.Finally,it is points out that no matter which aspects have problems,the operation of the whole documentary politics system is not smooth.In the fifth part,aiming at the operation problem of documentary politics,it proposes the optimization path of its operation mechanism.It mainly discusses the four aspects : streamlining documents,strengthening the responsibility of organizing documents,implementing the spirit of documents and improving feedback symmetry.By continuously optimizing the operation mechanism of documentary politics,the benign interaction and interaction pattern among all elements of documentary politics can be constructed.
