| Energy conservation is an important part of strengthening the construction of ecological civilization and the sustainable development.Recently,local governments have stepped up efforts to promote green and low-carbon production and resource utilization efficiency.In accordance with the deployment arrangements of the Party Central Committee and the State Council,Chongqing government has vigorously promoted the regional energy-saving evaluations.Therefore,the participation of third-party evaluation agencies has achieved certain achievements.At the same time,some problems have been exposed.It is necessary to do some research about the problems and countermeasures about the third-party evaluations of regional energy-saving evaluations in Chongqing.This paper adopts literature analysis,survey interviews,case analysis.Starting from the three theories,the paper aims to take a look at the third-party evaluation work of regional energy conservation evaluation in Chongqing.Based on the overall situation and policy measures of the third-party evaluation in China,the paper has studied the third-party evaluation status of regional energy-saving evaluation in Chongqing deeply,including the current situation and some obviously problems and causes.Based on the reference of the advanced experience and practices in Beijing,Zhejiang,and Shanghai,the targeted countermeasures and suggestions for optimizing the third-party evaluation of regional energy-saving evaluation in Chongqing are proposed,including to improve the third-party evaluation system for regional energy-saving evaluation,optimize the regional energy-saving evaluation system,clarify the responsibilities and obligations of relevant stakeholders,and strengthen the incentives and constraints of regional energy-saving evaluations,which strengthen the foundation and guarantee for the important role of energy-saving evaluation in promoting the development of economy and society. |
