With the advent of the new era,the continuous development of science and technology and the transformation of people’s needs,the problems in urban management are developing towards diversification and complexity.Simple manpower can no longer solve the complex problems of urban management.The government then develops in the direction of scientific and technological empowerment to solve the problems in urban management.District P of Shanghai upgraded and integrated the existing grid management in 2017,and took the lead in establishing a comprehensive urban operation management system in Shanghai,which is later called "One Network Management" of urban operation(in this paper,the "One Network Management" of urban operation is referred to as "One Network Management").At the beginning of 2019,Shanghai officially put forward the concept of "One Network Management" and comprehensively distributed and implemented it in the whole city."One Network Management" has achieved remarkable results in practical exploration,and there are also many problems in construction and operation.The author of this paper works in the urban operation and management center of J street,Pudong New Area,Shanghai.Therefore,taking the "One Network Management" of urban operation of J street,Pudong New Area,Shanghai as the title of his dissertation,combined with my thinking in my usual work and referring to relevant research literature and internal documents,the author makes a systematic research on the problems and Countermeasures of "One Network Management" of Pudong New Area,street and j street.By using the methods of literature research,case study and interview,this paper makes a systematic study on the "One Network Management" of Pudong New Area and j street in Shanghai.The basic research ideas are as follows: firstly,based on multi-channel and multi-way,the relevant literature at home and abroad is retrieved and consulted from multi platforms,so as to understand the research status of "One Network Management" at home and abroad,and make a literature review;Secondly,by combing the internal data,this paper summarizes the formation process,organizational structure and operation module of "One Network Management" in Pudong New Area of Shanghai;Thirdly,taking the "One Network Management" of J street as a case,this paper summarizes the organizational system,functions,contents and methods of the "One Network Management" organization of J street,obtains first-hand data in combination with the interview contents of relevant personnel,focuses on the research,summarizes and analyzes the problems existing in the "One Network Management" of J street,and analyzes the causes;Finally,in view of the existing problems and various reasons,applying relevant theories,this paper puts forward some countermeasures to improve the "One Network Management" of Street Town,Pudong New Area,Shanghai.In the process of studying the case of J street,this paper finds that J street has four problems in "One Network Management" : first,the cross departmental collaborative disposal of "One Network Management" is not smooth,second,the cost of information construction of "One Network Management" is difficult to bear,third,the "One Network Management" lacks professional and technical talents,and fourth,the application of "One Network Management" information technology is not strong.There are four main reasons for these problems: first,there are institutional and institutional obstacles in collaborative disposal;second,there is a shortage of funds and lack of flexibility in application and allocation;third,there is a lack of corresponding human and material support;fourth,there is a deviation between the design of information application and the actual demand.Therefore,this paper puts forward four countermeasures and suggestions on the "One Network Management" of Street Town,Pudong New Area,Shanghai: the first is to formulate and improve the relevant laws and regulations and supporting policies of "One Network Management",the second is to strengthen the joint force of "One Network Management" with the participation of multiple subjects,the third is to establish and improve the relevant mechanism of team management,and the fourth is to further develop and apply the functions of information software and hardware.
