The right to life refers to the right enjoyed by citizens according to law,which is based on the existence of life and protected by law against any threat to their own life safety,and is not illegally deprived by any organization or individual.In December,2019,the outbreak of COVID-19 is the most widespread epidemic infectious disease in China and even in the world,which greatly threatens people’s lives and health.China has taken a series of effective epidemic prevention and control measures in a timely manner,such as "closing the city",issuing "home orders",setting up "isolation zones",finding the source of infection,and "stopping production",which have made efforts to protect the right to life in epidemic prevention and control.However,there are still some deficiencies:the legislation on the protection of the right to life in China is imperfect,the medical early warning system for the protection of the right to life in major epidemics is imperfect The rescue and emergency mechanism for the protection of the right to life in major epidemics is not perfect,the medical treatment system for the protection of the right to life in major epidemics is incomplete,and the special protection mechanism for the right to life of the elderly and patients with related basic diseases is lacking.In order to better protect the citizens’ right to life in the epidemic prevention and control,the corresponding improvement measures are put forward:first,improve the legislation of the protection of the right to life in China;The second is to improve the medical early warning system for the protection of the right to life in major epidemics in China,that is,to establish the early warning concept of major epidemics,simplify the early warning process,fully consider the characteristics of public health emergencies,and lower the early warning right to the medical and health departments and medical disease control institutions;The third is to improve the rescue and emergency mechanism for the protection of the right to life in major epidemics in China,that is,to expand the rescue objects in the prevention and control of epidemics,simplify the emergency procedures for social assistance,and improve the allocation level of emergency resources for social assistance;Fourth,we should improve the medical treatment system to ensure the right to life in major epidemics in China,that is,we should improve the coordination and linkage mechanism of medical treatment,optimize the layout and service system of medical treatment institutions,strengthen the construction of professional treatment teams,and improve the medical treatment information network and monitoring system;Fifth,establish necessary special protection mechanisms for the protection of the right to life of the elderly and patients with basic diseases.So that citizens’ right to life can be more effectively protected in the epidemic prevention and control.
