Study On The Reform Of Municipal Maintenance Institutions Into Enterprises

As a unique social organization in China,public institutions have made great contributions to China’s social and economic development in the past very long period of time.But with the development of The Times,its disadvantages are more and more revealed.In 2017,The General Office of the CPC Henan Provincial Committee issued the Implementation Opinions on the Reform of Public Institutions Engaged in Production and Business Activities,which marked the beginning of the transformation of production and business institutions into enterprises in Henan Province.Municipal maintenance public institutions,as a branch of production and operation public institutions,is also in the reform.Unit S is a grass-roots unit subordinate to the Municipal Administration Office of Z City,which is responsible for specific maintenance work in Z City.Based on S unit as an example,through questionnaires,interviews,data access,find the problems existing in the enterprises,and systematic analysis of the causes of the problem,through the SWOT analysis to determine the future development strategy,and by redesigning a series of system,such as organization structure change,adjust the salary system,performance appraisal system,promotion system,Establish and perfect modern enterprise culture to promote S unit to complete the transformation of enterprise smoothly.This study not only provides some methods for the reform of S unit into enterprise,but also provides reference significance for the reform of similar municipal maintenance institutions in the future.
