| PPP is the abbreviation of public private partnership,that is,the mode of public-private cooperation.It not only greatly improves the utilization of social capital,but also plays a positive role in improving public facilities and services and promoting the transformation of government functions.China has become the country with the largest number and funds of projects in the world.But projects have large scale,long cycle and high risk.More than 70%of projects have encountered failures such as cancellation or early termination.Regional comprehensive development projects have always been the focus of local governments.Such projects are characterized by heavy assets,large investment,high return and administration.In the case of high government liabilities,this development model urgently needs to introduce market-oriented and efficient social capital.Therefore,it is of great practical significance to explore the replicable regional development experience in line with the spirit and relevant laws and policies,avoid risks and promote the application of model in the field of regional development.By using the method of expert interview and case study,this thesis studies the project and negotiation process of the comprehensive development of area a,finds out 47 factors leading to the failure of the project,and classifies them into five aspects:the change of external environment,the problems of the project itself,the wrong selection of cooperation objects,the failure of negotiation to play a positive role and the loss of cooperation foundation.Then it analyzes the action process of various adverse factors,and believes that various adverse factors work together,and effective correction measures are not taken in time,resulting in the accumulation of the effectiveness of adverse factors,which eventually led to the failure of project negotiation.Finally,it puts forward the problems needing attention and correction direction in the next bidding for the project,and tracks and verifies the later stage of the project;From the perspective of general projects,this study also puts forward reasonable suggestions for the government and social capital in the early preparation and bidding stage of projects. |
