Public institution is the product of planned economy,which is unique to our country and plays a great role in all aspects of society.At present,under the background of the reform of "release,management and service",public institutions shoulder an important historical mission.In the process of the transformation of service-oriented government,public institutions are a big banner,reflecting all aspects and bits of the transformation of government functions.The stable and orderly improvement of the quality of public services by public institutions is of great significance to improve the people’s sense of acquisition and satisfaction and enhance the image of the government.However,due to the relationship between local governments and relevant institutions,there are some problems in the operation and development of grass-roots institutions,such as no distinction between government affairs,management and management,mixed use of personnel,imperfect system and mechanism,weak core public welfare attributes,weakening public welfare functions,low operation efficiency and so on.The causes are closely related to the imperfect management system and mechanism of the government to public institutions.How to effectively solve many disadvantages in the development and reform of public institutions through the performance appraisal of public institutions has begun to be closely concerned by government functional departments,experts and scholars.In the era of comprehensively deepening reform,in the context of the "release,management and service" reform,how to better implement the performance appraisal of grass-roots institutions is a current problem for government departments and the public.Based on the theory of management by objectives,this paper makes a targeted analysis of the current situation of the operation of public institutions and the basic situation of performance appraisal in Qufu,and puts forward its own immature opinions to solve the dilemma of the operation and reform of public institutions.The first part summarizes the research purpose,significance,methods,innovation points and research status at home and abroad of performance appraisal of public institutions;The second part expounds the relevant theories of performance appraisal of public institutions;The third part discusses the current situation of performance appraisal of public institutions in Qufu from the basic situation and investigation of public institutions;The fourth part analyzes the problems and causes of performance appraisal of public institutions in Qufu City;The fifth part puts forward targeted solutions to the problems and deficiencies through the method of target management combined with the actual assessment cases.Through the deep excavation of the theory of management by objectives,combined with the author’s own five-year performance appraisal experience in public institutions,this paper finds solutions and breakthroughs,hoping to provide reference value for the innovation of performance appraisal methods and the improvement of operation efficiency of public institutions in other regions.
