Study On Decision-making Mechanism Of The Executive Meeting Of County Government

Executive meetings of local governments are specific means for local people’s governments to perform government functions,manage social public affairs and provide quality services for citizens,legal persons and other social organizations according to their statutory powers and functions,as well as specific ways for local people’s governments to make local decisions.In general,we believe that there are randomness and uncertainty in people’s behavior motivation,cognitive level,mode of thinking,decision-making opportunity and other aspects in each link of decision making and any artificial subjective factors and occasional objective factors may affect the quality of decision making.Therefore,it is very important to improve the quality of decision-making to understand the specific process and internal mode of decision-making.At present,the executive meeting of the government as a political phenomenon,has been widely accepted,but as the research object,there is little research in academic circles.Taking the executive meeting of the F county government as an example,this thesis selects 575 issues of 88 executive meetings from January 2016 to December 2020 as the object,through interviews and sample analysis,from the decision-making main body,decision-making goal,decision-making content,decision-making item quantity,decision-making time,decision-making result,etc.,so as to put forward the "Going through the motions"decision-making model,in order to enrich the theoretical basis of county-level government executive meeting decision-making.Finally,some suggestions are put forward to improve the decision-making quality of county-level government executive meeting from the aspects of perfecting scientific decision-making procedure,improving decision-making subject’s ability,making good use of "external intelligence" and "external force" as well as strengthening decision-making implementation and supervision.
