Research On Security Cooperation In Northeast Asia Under The Background Of China US Strategic Competition

In 2018,the trump administration positioned China as a "strategic competitor" of the United States and fired the first shot in the Sino US trade war.China US relations have gradually changed from the original strategic cooperation to strategic competition.In January2021,Biden took office.In his inaugural speech,Biden declared that "we are not in a hurry to deviate from the trump administration’s policies on China policy",indicating that China US relations will maintain the trend of strategic competition at least in the medium and short term.However,we should also note that the two countries have broad common interests in promoting economic development,preventing the proliferation of nuclear and weapons of mass destruction and global climate.It is also the consensus of the leadership of the two countries to avoid further deterioration of bilateral relations and conflict throughout the world.Northeast Asia has always been the focus of strategic competition and cooperation between China and the United States.China is a regional country in Northeast Asia.The overall peace and stability of Northeast Asia is related to the stability of China’s overall external development environment.The Korean nuclear issue,the Diaoyu Island issue and even the final settlement of territorial contradictions and disputes between Japan,South Korea,Japan and Russia are related to China’s core strategic interests.With the resignation of former US President trump and the coming into power of Biden,the United States has actually undergone two adjustments of its national global strategy in a short period of time.After the United States got out of the quagmire of the security war in Iraq and Afghanistan,it had to face the fact that the conflict of strategic interests with Russia had intensified due to the sudden outbreak of the military conflict between Russia and Ukraine.In this context,the United States needs a relatively stable Northeast Asia to safeguard its inherent interests as a major power in Northeast Asia.This objectively determines that China and the United States must carry out strategic cooperation in Northeast Asia.Therefore,under the background of Sino US strategic competition,this paper analyzes the ability of countries in Northeast Asia to participate in security cooperation in Northeast Asia,and puts forward that the essence of security cooperation in Northeast Asia is Sino US strategic security cooperation based on the coordination mode of major powers.At the same time,through the analysis of the main interest demands and obstacles of strategic cooperation between China and the United States in Northeast Asia,it is proposed that the strategic cooperation between China and the United States in Northeast Asia is mainly reflected in the traditional strategic security cooperation based on military security.The strategic security cooperation between the two sides is mainly reflected in the maintenance of the overall stability of China US economic cooperation relations,the denuclearization of the peninsula,the control of China US military conflicts,and the control of military conflicts in other countries in Northeast Asia.Then,in view of the obstacles of security cooperation between China and the United States in Northeast Asia under the background of strategic competition,it is proposed to actively guide the exchange of think tanks between China and the United States in Northeast Asia and build a multi topic and multi field economic security dialogue mechanism in Northeast Asia;In view of the construction of China US military security strategic cooperation mechanism,it is proposed to actively build a theater and fleet level military security communication and liaison mechanism,refine the crisis management and control procedures,and organize the implementation of the normalized military exercise mechanism under the background of China US military conflict;In view of the North Korean nuclear issue,it is proposed to reconstruct the control mechanism of the North Korean nuclear issue with China and the United States as the core;Finally,it puts forward to build an overall security cooperation dialogue mechanism in Northeast Asia with the coordination mechanism of China and the United States as the core.Historical experience has proved that China US relations benefit both sides if they are at peace and hurt both sides if they are at war.Therefore,in the context of strategic competition,the two countries need to correctly deal with contradictions and competition,promote the continuous deepening and development of security cooperation under a specific and orderly security framework,and work together for peace and stability in Northeast Asia.
