| For governments around the world,performance appraisal is one of the important management means to improve administrative efficiency and stimulate the enthusiasm of public officials.It is also a hot issue of continuous concern in politics and academia.And the premise for the effective play of the performance appraisal role is that the effective play of the incentive mechanism.Since the 19th National Congress,the Central Committee has attached great importance to the government performance appraisal,and clearly put forward that "we should give full play to the incentive role of appraisal and evaluation,adapt to the new era,new tasks and new requirements,and complete the cadre appraisal and evaluation mechanism".In March 2020,The regulations of Comprehensive Performance Evaluation of High-Quality Development(for trial implementation)is issued by the general office of the general office of the Central Committee and the general office of the State Council,which conducted an overall evaluation of the performance of provinces,municipalities and autonomous regions in promoting high-quality development at the national level for the first time,and put forward important opinions on guiding all localities to implement the requirements of high-quality development and standardize and complete the performance evaluation.It is imperative to study the disadvantages of the current government performance appraisal incentive mechanism and put forward reasonable suggestions.This paper takes Q city as the research object,uses case study method,unstructured interview method and other research methods,systematically combs and summarizes the relevant literature,adds incentive environmental factors on the basis of Porter Lawler comprehensive incentive model theory,optimizing to form a theoretical basis,makes an all-round exploration and summary on the performance management mode of Q municipal government.Based on this,the main research contents include:(1)According to the circular logic of "effort→performance→incentive→satisfaction,and feedback from satisfaction back to effort" of the Porter Lawler comprehensive incentive model,we adds the incentive environmental factors,optimizing to form a theoretical basis,takes Q city as the research object,and find the different stages of government performance appraisal incentive.There are four incentive imbalance:"stages of effort to performance:performance feedback distortion","stages of performance to incentive:positive and negative incentive imbalance","stages of incentive to satisfaction:incentive effectiveness failure" and "stages of satisfaction to effort:feedback cognitive inaccuracy".(2)This paper systematically summarizes the reasons and mechanisms for the incentive imbalance,and finds that there are not only the reasons for the ideas of " always good people" and "equalitarianism",but also the operational factors such as personnel system,salary system,promotion system and quantitative management,as well as the problems of bureaucratic culture,organizational attachment,internal control and other systems and mechanisms.Based on the above analysis,this paper aims at the imbalance of performance appraisal and incentive shown in the case of Q city and its causes,puts forward targeted optimization suggestions on both internal control and external responsibility,the combination of strict rewards and punishments and flexible care,giving priority to efficiency and giving consideration to fairness,institutional stability and keeping pace with the times.It also puts forward feasible suggestions to further give play to the incentive role of local government performance appraisal in China. |
